Dhaka University, Feb 17 (bdnews24.com)—Senior Awami League leader Suranjit Sengupta on Friday reacted harshly to US diplomat Robert O Blake's comment that the major political parties should reach a consensus for credible elections.

"Bangladesh is not dictated by Blakes," the railway minister said at a programme at Dhaka University's Teacher-Student Centre.

"If Bangladesh were to be run at the orders of Blakes, it would not have become independent ."

"Bangladesh is run by Bangladesh's whims, Bangladesh is run by its people's wishes," he said.

"So many Blakes have come and gone; no policy has even been made by their diktats. Bangladesh is an independent, sovereign country," Suranjit, a member of Awami League's advisory council, added.

Blake, the assistant secretary of state for South and Central Asian affairs, said on Thursday that the two major political parties should work together on a formula to hold free and fair election.

On the same day, BNP acting secretary-general Mirza Fakhrul Islam Alamgir said his party is ready to discuss formation of a caretaker government in or outside parliament if the ruling coalition arranges one.

Asked to comment on the matter at a reunion of Jagannath Hall Alumni Association on Friday, Suranjit said, "Dialogues can't be held on condition."

"If the BNP puts condition beforehand, (it means) they don't want talks. They want to push their demand forcefully," he said.

The Awami League leader said democracy is a matter of consensus, not 'trade union'. "The main thing is democracy's sustainability…how we'll maintain democracy."

Dhaka to pay back $10b in 50 years

Investment proposal by a Kuala Lumpur-based consortium for construction of the Padma Bridge will lead the country to shoulder a debt liability of $10 billion minimum over a period of half a century, said the communications ministry officials.

The amount of liability will be $11.9 billion maximum for the same period if the present government, desperate to begin construction of the stalled railway-cum-road bridge over the river Padma in next one year, goes ahead with the proposed investment plan.


This was revealed in the economic and financial analysis of the proposal submitted by the government of Malaysia on behalf of the consortium which would take loan from international money market at a 3 per cent financial charge to construct the much-talked-about bridge at an estimated cost of $2.9 billion.

A copy of the proposal was obtained by New Age.

Experts feared that the Kuala Lumpur proposal might prove costly to the nation.


Former caretaker government adviser Akbar Ali Khan told New Age that it would cause problems if the government sought loans from international market for construction of the Padma Bridge.

Interest and other conditions of the commercial loans are generally much higher and harder than the conditions attached by the development partners, he said.

The proposal by Kuala Lumpur is an alternative option for the government as World Bank, Asian Development Bank and Japan International Corporation Agency have suspended release of funds worth about $2.3 for the bridge project for alleged corruption.

The interest rates on the WB, ADB and JICA loans are less than one per cent per annum.

Besides, the repayment period has been fixed at 40 years in line with the deal between the donors and the government of Bangladesh, including a 10-year grace period.

Bangladesh Institute of Development Studies research director Zaid Bakth suggested that the government should be more careful in dealing with the investment proposal especially in the area of payback time and the total amount.

Officials from Bangladesh and Malaysia have already told media that Dhaka and Kuala Lumpur are expected to sign a deal on February 21, 2012.

Dhaka is now scrutinising the proposal of the consortium to be led by Malaysia-based infrastructure companies UEM Holdings, Binapuri and Eversendai Corporation Bhd. In return, the consortium will have the right to collect toll at the bridge for a period 50 years under a system called BOOT (build, own, operate and transfer).

The communications ministry officials said Malaysia had also attached other conditions, including guarantee of subsidy for lower-than-expected earnings and quarterly forecast on traffic flow for 25 years to finance the 6.1 kilometres bridge.

Duty-free import of construction materials and immunity from laws concerned with environmental and human rights issues are the other major conditions.

The government has even been asked not to make any new bridge on the river which would hurt the competitiveness of the proposed bridge.

‘The success of the financing arrangement will be dependent upon the support and level of participation by the government of Bangladesh,’ said the proposals put forward to prime minister Sheikh Hasina last week by special Malaysian envoy to India and South Asia, Datuk Seri S Samy Vellu.

The Padma Bridge project director, Shafiqul Islam, told New Age that the negotiations between Dhaka and Kuala Lumpur were at a very initial stage.

He pointed out that the proposed MoU might not have any impact on the deal between the World Bank and the Bridge Division in the short term. But a longer delay by the WB in disbursing funds would automatically strengthen the proposed deal between Dhaka and Kuala Lumpur, he said.

Successive governments have tried to build the bridge that would reduce the distance between Dhaka and most areas in the southwest by about 100 kilometres and halve the travel time. The bridge also promised to add an additional one per cent to the country’s gross domestic product.
