Indeed it is but diplomatic battles are not fought out in streets or battlefields, they are fought out in closed rooms with powerful people. Lets just say that there have been more than few consequences for these actions and leave it at that.

They abduct foreign nationals from nearby-Okay
They set fire to the Ministry of Environment Building nearby-Okay
