First, the Satellite Launch Vessels were designed for satellite launches. You need to check with experts of your own choice that these are not the same as ballistic missiles designed for nuclear warheads deliveries.

Second, the Satellite Launch Vessels were designed and launched by ISRO. ISRO does not do military work, but military satellites have been launched by ISRO vessels. There is a distinction, that I hope you understand.

Third, I would like to know how you think these Satellite Launch Vessels were 'developed'. I am curious since my team was intimately connected to one of them, the PSLV.

There was no civilian government that passed any such resolution. The government was in Srinagar and in Jammu, and was never superseded. There was not even any resolution passed, just a declaration of independence of the whole state by a breakaway faction of the National Conference that had renamed itself the Muslim Conference, and had a representation and following only in its local areas, not in the Vale. This was on 22nd of October, and the Maharaja acceded on the 26th of October.

Second, private statements by retired members of the military have no endorsement by the military. What Dhillon said was his personal opinion.
