In a year’s time, each police station in Maharashtra will be able to record biometric data of criminals. The state government is expected to select a firm this month to supply fingerprint, iris and face scanners. The state government had floated a tender in December 2016 inviting bids to execute the Union Home Ministry’s Automatic Multi-modal Biometric Identification System (AMBIS). The project is run by the National Crime Records Bureau (NCRB) at the Centre and the State Crime Records Bureaus (SCRB) in individual states. While the NCRB possesses digital records of criminals, AMBIS is currently under execution by state governments. AMBIS will replace the state police’s current practice of manually examine and match fingerprints to identify criminals on record. Iris scans have been proven to be far more accurate than other forms of biometrics.

In Maharashtra, only the France-based multinational Morpho and Japanese conglomerate NEC passed through strict technical requirements. “A final technical analysis of the two firms’ bids will be made this month. Once a vendor is selected, we expect AMBIS in Maharashtra to be operational in one year,” said a senior home department official. It will be operated by the Maharashtra Criminal Investigation Department (CID).

Under AMBIS, the scanners will be supplied to police stations in each of the state’s 10 police commissionerates and 35 districts. The official said that scanners would be linked to the existing Crime and Criminal Tracking Network and System (CCTNS), a digital system aimed at improving efficiency of policing.

One computer terminal at each police station will be dedicated for use of the scanners. While the police will begin recording biometric data of offenders in serious criminal cases, it will also record data of historysheeters and other criminals on record.

In addition, the official said, roughly 5 lakh fingerprints in the state’s records that were recently digitised will be stored into the system.

The biometric data will be stored at each police station and at a central server in Mumbai, said the official.

Once the system is operational, the police will not only be able to search for criminals with previous crime records in other villages and districts, Maharashtra will also be able to access the NCRB’s central database of biometric records, making searches for criminals with known records easier.

In 2015, when gangster Chhota Rajan was arrested in Bali, Indonesia, his 30-year-old case files were found in Tilak Nagar police station having been damaged by waterlogging and deteriorated with age.

With the latest technology, it will come up on 5 acres of land

Warangal would soon have the State’s second biggest police headquarters integrated command control centre and public interference facility, the foundation for which was laid by by Deputy Chief Minister Kadiam Srihari and Home Minister Nayini Narasimha Reddy here on Monday.

Police Commissioner G. Sudheer Babu said the structure, equipped with the latest technology, would be built on five acres and the police housing board would come up on 89,000 square feet of land.

Along with the Commissioner’s office, the office of the Deputy Commissioner of Police, City Special Branch, City Crime Record Bureau, armed reserve, communications, and city security wings would be accommodated in the building. Around 15,000 closed circuit television (CCTV) cameras, which were installed in the Commissionerate area, could be accessed here.

Speaker Madhusudana Chary, Director General of Police Anurag Sharma, Tourism Minister A. Chandulal; MPs P. Dayakar and A. Sitaram Naik, and MLAs D. Vinay Bhaskar, A. Ramesh and Ch. Dharma Reddy also attended the stone laying ceremony.

Speaking on the occasion, Mr. Srihari said the State government was working towards developing Warangal on all fronts. The Telangana police are great at tackling naxalites and terrorists in the country. “The police is making use of the latest technology and working towards maintaining law and order,” he said.

Mr. Reddy said the Telangana police was an inspiration to the nation. “Since the past three years, the police has played a very important role in building Telangana into a successful State. The government too is working towards strengthening the department by providing latest weapons and equipment,” he said.

‘Closer to people’

The DGP said after the creation of Hyderabad, Cyberabad, and Warangal commissionerates, the police have become closer to the people, which has also decreased the crime rate.

“Keeping this in mind, nine more commissionerates were created in the State,” Mr. Sharma said.

Adilabad, Asifabad districts to get 20 machines
The backwardness of Kumram Bheem Asifabad and Adilabad districts does not in any way impede criminals. Like everywhere else, police in these areas needs to be constantly on alert to keep crime under control.

It is these districts which are in the forefront of adopting modern technology in order to keep crime and criminals under check. The latest aids to arrive are the devices and scanners which fingerprint and palm print suspects and accused and help in identifying them in real time from the database.

On Monday, the Automatic Fingerprints Identification System (AFIS) was formally launched in Kumram Bheem Asifabad district by Superintendent of Police Sunpreet Singh. At the launch of the mobile device which has the AFIS software, he said that the department has plans to provide 17 select police stations with those machines.

“Such technology is useful in prevention of crime especially the ever-increasing property offences. Crime detection is possible in quick time,” the SP observed as he addressed police officers at the launch.

Adilabad police will soon have three AFIS and an equal number of Live Scanner System (LSS). Superintendent of Police M. Sreenivas checked the working of the two systems.

The AFIS and LSS work on Russian technology and are actually fingerprinting and fingerprint reading devices which need to be attached to android phones or tablets. The AFIS can be carried in police mobile vehicles even to real-time cross check fingerprints of suspects who are found loitering during nights.

The LSS will be kept at police stations which have courts functioning under their area of operation. It will be used to fingerprint all the accused who are produced in courts which eventually build a proper database of criminals.

Adilabad will have Boath, Utnoor and Adilabad Two Town police station equipped with the LSS. These electronically operated systems will go a long way in cutting time in detection and investigation of crime.
 
Police Reforms overdue since Independence. Hope Central govt pushes states for this.
Most of petty crimes issues will solve with effective policing and hopefully with judicial reforms at lower levels.

The City police acquired modern fingerprint detection equipment on Thursday and it will replace the old system in vogue since 1999.

The new equipment helps take fingerprints without using ink and it can be compared with seven lakh prints at a time using the modern method. This system with live scanners and mobile security check device helps take fingerprints within six minutes and store them in computer server. They can be retrieved with a single click.

City Police Commissioner G. Sudheer Babu said, “The new equipment helps in crime detection easily and data can be shared among the police personnel across the country within minutes. The latest technology comes in handy for the police”.

A live demonstration was made for the police personnel using the latest equipment. Deputy Commissioner of Police Venugopal Rao, Assistant Commissioners of Police Ismail, Venkanna and other officers were present.

BPR&D to organise two-day National Conference for Young SPs of States/UTs and Commandants of CAPFs beginning tomorrow

The Bureau of Police Research & Development (BPR&D) is organizing a two day National Conference for Young Superintendents of Police of States/UTs and Commandants of CAPFs, beginning here tomorrow. The Union Minister of Electronics & Information Technology and Law & Justice, Shri Ravi Shankar Prasad will inaugurate the conference.

Briefing the media, Ms. Anupama Nilekar Chandra, IG (Modernization), BPR&D said that during the DGs/IGs Annual Conference in December, 2015 at Rann of Kutch, Gujarat, the Prime Minister Shri Narendra Modi in his address, said that the young officers need to be exposed to the latest technological aids available. Keeping this in view, BPR&D is organising this two-day National Conference with the theme ‘Technological Empowerment for Impactful Policing’. She said that the participants will include 5 SPs and 5 Commandant rank officers of CAPFs from each State and one SP rank officer from each UT.

The two-day conference will include various sessions on topics like Technology for Police, Operations and Technology, Police-Media Interface, Delivery of Citizen Centric Services and Syndicate Group discussion & presentation.

The panellists include Shri K. V. Chowdary, Chief Vigilance Commissioner, Dr. Ajay Kumar Additional Secretary, MeitY, Shri Prakash Singh, Ex-DG, BSF and Shri Sanjoy Hazarika, Director, Commonwealth Human Rights Initiative (CHRI).

On day two, Dr. Ashok Jhunjhunwala, Advisor to Minister of State for Power, Shri Piyush Goyal will be the Chief Guest, during the Valedictory Session.
