Simply need to tax real estate as every other nation does on the planet- Start off with something small and incentivize local/provincial govt in implementing/collecting taxes

1. Any property sold should include 1% tax for seller regardless of loss/gain/time period sold
2. Any property sold within less than 5 years should include a 20% capital gains tax on profit on top of the 1% general real estate tax
3. Any property inheretted by only offspring should be taxed at 5% of value (most countries have 20% tax)
4. Government own land can be sold off cheaply to investors/developers by they must pay 5% tax on sale of any home/property/business developed on that land. Literally bringing in free revenues

With the property market in Pakistan if implemented in full spirit, billions of dollars in revenue can be bought in by local governments. Problem is there is no local government structure in Pak. This needs to change asap.

This in itself is a very lenient tax policy as in most nations real estate taxes are 2-3x more than stated above. If the real estate mafia cries then have tax authorities target them as they do in India. All revenue should be kept by local governments as also done in every other country. We should specifically follow the Chinese development model in this.
