Why local bodies govt. system was not added in the given choices?

To me it seems the parliamentary system or Presidential system is similar to the Islamic Khilafat system. The Pakistan parliament is called Majjlis Shura. The people elect their representatives and then they elect the president or the prime minister. The Pakistani state law is Islamic law but our corrupt leadership does not implement it.

We just need better leadership which will implement the laws, reform the state, start accountability.

We could also add technocratic people who could advise the leader on how to govern the state. Help with making policies etc. The selected Ulema would deal with the Islamic laws etc.

Now the Chinese Communist Party does not believe in communism, like Singapore Similar to the ancient Chinese Elites system, but the name is still called the Communist Party. In fact, it is only a national political party.
