It is because, after staying in China for some time, he gets to know a hidden form of hierarchy among peoples in China, that is, first tier foreigners, second tier government officials, third tier ethnic minority, and fourth tier Han majority. Foreigners, at the top of the pecking order, enjoy many privileges, special treatments and sometimes immune from punishment for certain misdeeds or crimes.
A dalit form India will become a brahman in China. I remember one white lady once said: China and Chinese people are soooooo kind to foreigners and I have to confess that you people should never expect reciprocal treatment in my country.
