The army makes progress but there is a dilemma. Let’s look at a weapon system: submarines. We have 6 you have 60 (I don’t know the exact number). Let’s say we increase to 20, you increase to 100. the imbalance remains. we spend more money but at the end we achieve little to nothing.

If they are expecting the same result, they would definitely needs to put an entire mechanism brigade or even division.
It is written in their annual defense paper which they recognised the fruitful results of the transformation.

Russia modernizing the army, the PLA modernizing the army. Ok nothing wrong if the VPA follows. Yes hooligans are everywhere. Vietnam military needs more weapon systems.
