Unfortunately tributary system is viable today and is the only peaceful political sytem. Most countries live under Pan-America. Other countries pay tributes to China or Russia. Before the establishment of Pan-America, the world had two world wars within 30 years.

Countries like Vietnam or North Korea think that they are independent and out of tributary system. Unfortunately in reality, the life is tough for Vietnam and North Korea. If you really want independence through the competitions among China, Russia or China, then be smart to balance each other. Unfortunately North Korea, Vietnam, Ukraine are all not smart enough.

In East Asia, if you join Greater China, you will have good futures. If you challenge Greater China, your future will look dim. Even Japan cannot challenge this. Japanese GDP per Capita will drop below that of average Eastern China very soon. TPP is just for USA to safeguard its Asian interests, not enough to help those countries challenge Greater China.
