It's his opinion. Bangladesh's relationship with India is a complex and an important one. And fluctuates from time to time.

indira after 1975 when BD ditched the slave master relationship with India under the dynamic
leadership of Pres.ZIA.Pres,ZIA coined the term "bangladeshi nationalism" as opposed to "Bengali nationalism" and it is now one of our 5 founding principles. The term was coined to express BD's unique culture shaped by ISLAM and recognizing other ethnicities like chakmas, manipuris, kashaias
and urdu speaking Biharis. But the witch across the border had other ideas. This insurgency went on for almost 2 decades and killed thousands of our armed forces but Just when this insurgency was about to be crushed decisively by our Army in 1997 suddenly Awami Indian Dalals made a pact with the insurgents and allowed limited autonomy going against the constitution of the state. Its like SL gov making a deal with LTTE when in 2010. And chakmas historically have quota system in all major institutions and never had any issues of grievances and still don't have any.
