Featured Bangladesh seeks UN Security Council action over Myanmar’s troops mobilized near border

Bangladesh has sought immediate action from the UN Security Council to ensure that Myanmar refrains from escalating the situation targeting the Rohingyas under the pretext of security operations, which may lead to a further influx of Myanmar nationals into Bangladesh.

Expressing deep concern over the mobilising of Myanmar's troops along the border, Bangladesh Permanent Mission to the UN in New York wrote an Aide Memoire to the UN Security Council (UNSC) president on September 15.

In the letter to the UNSC, Bangladesh Permanent Mission to UN said that on September 10 four Myanmar Navy logistics ships anchored off the coast of Inn Din village and disembarked the troops that were then carried overnight by 20 civilian fishing boats along the Naf River at locations as far as Ngar Khu Ya village, 20km north of Maungdaw Township and close to the Myanmar-Bangladesh border.

On early morning of September 11, around 1,000 Myanmar troops landed in different locations. Some of the disembarking points such as Ka Nyin Chaung, Min Ga Lar Gyi and Ngar Khu Ya are close to the international boundary line. The route used during the troop mobilisation was as close as 200 metres to the international boundary at least in one point.

According to the ground information, the aide memoire said the troops conducted clearance operations during midnight on September 13 and 14 in Gwa Son/Yae Khat Chawng Gua Son of Maungdaw Township and reportedly detained five Rohingya men and three women.

Local sources in Cox's Bazar reported repeated firing sounds on the other side of the border, and search operations being carried out in the villages near Maungdaw.

"These instances indicate possible large scale clearance operations similar to that of 2017 with eventual cross-border and forced displacement of civilian population into Bangladesh," the memoire said.

It may be concluded that these operations have no direct links with recent conflicts with the Arakan Army, the letter said, adding that Myanmar citizens made a series of attempts in the recent months to cross into Bangladesh for safe refuge against the backdrop of mounting violence in Rakhine and Chin states.

"Failure to ensure protection of civilians and their properties during the security operations may lead to further influx of civilians of varied ethnic backgrounds into Bangladesh."

Bangladesh stressed that any security operations should be undertaken with extreme care and dexterity with full respect to the state responsibility of Myanmar to protect its civilian population.

The letter said massive movements of troops, particularly in civilian boats, along the international boundary without prior notice to Bangladesh may cause misunderstanding, leading to untoward incidents in the border.

Thus, it may undermine the efforts of both governments to maintain peace and stability in the bordering areas and promote friendly relations between the two neighbours, it added.

Dhaka and Naypyidaw agreed at paragraph 5 of annex III of the memorandum of understanding on the Establishment of Border Liaison Offices to share information on important civilian and military activities near the international border.

During June to September 10 this year, around 35 incidents of significant firing were reported at different locations near the international boundary. On June 04, 2020, between 3pm to 5:15pm, Myanmar military and Border Guard Police conducted joint operation supported by military helicopter at around 500 yards inside Myanmar from the international boundary near BP 35. The operation was carried out without giving prior information to Bangladesh.

"Growing incidents of firing and clashes in Myanmar side near the international border pose threat to peace and stability in the border areas," the aide memoire said.

In the view above, Bangladesh demands immediate withdrawal of the troops deployed in areas close to the borders.

In a separate letter to Naypyidaw on September 14, Dhaka also called on Myanmar to immediately withdraw the troops and respect its commitment regarding exchange of information about any civilian and military activities near the international border.

Earlier on September 13, the Ministry of Foreign Affairs summoned Myanmar Ambassador to Bangladesh Aung Kyaw Moe to express concern over the suspicious movements of Myanmar soldiers along the border.

Although right move, nothing will happen due to Chinese and Russian opposition. This exposes another failure of current regime. Despite giving Russia multi billion dollar contract on nuclear power plant, awami league failed to properly cultivate and exploit relation with Russia. There should have been some level of military exchange and purchase, specially on air defense, joint naval exercise etc.

I wonder, why our Field Marshal Aziz Ahmed should have visited MM a few months ago. Was it to get quite expensive Jade gifts? I will no be surprised at that. This guy has been hand-picked by Hasina and he regularly contacts India for the extension of his job. MM visit must have some special reason.

BD is a gone case, its leaders have become a group of shameless greedy persons who will live forever to enjoy their money.

It's Bangladesh's own fault. Despite having such a large population, it has survived on such a weak and outdated military to defend it's borders with or to deter any potential aggressors.

All that focus on economic growth at the expense of military modernisation is now costing Bangladesh.

Bangladesh now needs to prepare for a long-term headache with Myanmar and when it is totally pre-occupied in that front, expect the Hindu Extremist Indian Government to pull some kind of a stunt (Akhand Bharat) on Bangladesh.

This is what mm wants, it's not mm border guards but mm army they want some kind of show down. Effectively mm wants to take bd back by a few decades.

I strongly resent pk members input as their gov were complicit in supplying jf-17 to mm.

When you propose that BD starts a war, you should also define the war and post-war strategies. Only blithering idiots initiate unplanned wars without putting contingencies in place.

Let us dial the clock back to 2017. The Burmese military have initiated military offensive against Rohingyas in Rakhaine.

What does Bangladesh do now? Let us say Bangladesh has magically acquired 6 squadrons of Su-35s and J-10Cs and unlimited spares and ammo. BAF bomb the crap out of Burmese naval and air bases. The 24th and 33rd Infantry divisions cross the Naf river and start ground offensive.

What next? The Burmese Army and local Rakhines, Chins etc. just roll over and surrender to foreign invaders?
How do BA negotiate guerilla warfare and gain/retain ground?
Who provides uninterrupted supplies to the predominantly Chinese-equipped BA?

How does the fact that a foreign country has invaded Burma on behalf of Rohingyas and caused death and destruction impact relations with other ethnic groups? Do they suddenly discover new found love for Rohingyas? What happens to Rohingya once BA demobilise?

Why bother putting in the effort to think ahead......let's just invade another country like morons.

Who are the terrorists, Rohingyas or the MM govt troops is a question. Go back a few years from 2017. Rohingya Muslims decapitated at least 60 Buddhist Monks. This is how they escalated things and the MM Army finally expelled all these Muslim terrorists.

However, BD citizens were not responsible for these Islamic terrors. Those Islamists loved to rape Buddhist women to demonstrate their Islamic prowess. Now, their own women were raped by the uncut Buddhists. BD is suffering from the collateral damage.

BD is just unable to invade MM because BD troop strength is very low comparing to MM. It is no time to attack, but to reconcile with MM only because our woman leader did not understand how MM was asking for trouble.

Hasina is not visionary.

Stop whining and enjoy your independence.

Pakistan is free to look after its best interests and so is Bangladesh. Pakistan/China found an export opportunity for FC-1/JF-17 in Burma and took advantage of it.

However, it is important to point out the hypocrisy of Pakistanis who try lecturing BD on the Rohingya issue. Cannot have it both ways.

I also support strong disproportionate retaliation against any future transgression at the border by Burmese forces but this would not stop ouster of Rohingyas.

Rohingya persecution is independent of what BD does militarily. The only solution is to drag the West in diplomatically to make India and China uncomfortable.
