Fifty-one percent girls, aged between 11 and 20, are harassed by stalkers on their way to schools and colleges, said women leaders at a seminar in the capital yesterday.

Salma Khan, president of Women for Women, revealed the information at the seminar titled “Sexual harassment on women at workplace: Bangladesh perspective”.

Bangladesh Federation of University Women (BFUW), a 56-year-old organisation, hosted the seminar at the Bangabandhu International Conference Centre.

Thirty-nine percent girls from middle income and 10 percent from higher income families are being harassed or become victims of stalking, she said referring to a recent study of Steps, a non-government organisation (NGO).

Women also often face harassment at their workplaces, including garments, NGOs and multinational companies, said the speakers.

The stalkers are mostly aged between 20 and 25 and among them 15 percent belong to upper class and influential families, 60 percent to middle class and 25 percent to low-income families.

The society and families must show 'zero tolerance' for the evil-mongers.

The existing laws and guidelines of the country are sufficient to stop sexual harassment and we need to work to this end, observed the chief guest Salma Ali, executive director of Bangladesh National Women Lawyers' Association.

“Parents will have to take responsibilities to educate their children properly at family level to eradicate stalking,” suggested Dr Maleka Begum, a teacher at Department of Women and Gender Studies under Dhaka University (DU).

Prof Nazmunnesa Mahtab and Dr Nazma Siddique of Women and Gender Studies of DU, president Monowara Islam, general secretary Rasheda Hussain and members Dilara Chowdhury and Nilufar Sultana of the BFUW, among others, addressed the seminar.

Girl kills herself after parents assaulted

Amidst nationwide fight against stalking, a 13-year-old girl commits suicide following her parents' assault by the stalker's family when they protested against the stalker's forceful entrance into their house at Dinajpur on Friday.

The victim was identified as Shabnur Begum, daughter of Md Aminul Islam of Uttarpara village of the district's Biral upazila.

Md Rabiul Islam Bulu, 20, son of Md Wazed Ali of the same village, used to stalk Shabnur on her way to the local Brac School where she studied in class five, her family said.

Friday night around10:30 pm, when Shabnur was home alone with her grandmother, Rabiul forcibly entered the house and offered her for affair, to which her grandmother outright protested, said family members.

Following this, Shabnur, her parents and uncle went to Wazed Ali's residence and protested against his son's wrongdoing. Hearing their allegation, Wazed Ali and his family members beat them up, they said.

Yesterday morning, Shabnur was found dead hanging from the ceiling fan in her room, they added.

Sub-Inspector (SI) Md Jalilur Rahman of Biral upazila Police Station, quoting Shabnur's family members, said the assault of her parents demoralised her and made her commit suicide.

Wazed Ali, however, denied the allegation, said the SI. An unnatural death case was filed in this regard.

In another incident at Dinajpur, a class five student of Hakimpur Pre-Cadet School stopped going to school after her teacher tried to molest her proposing an illicit affair.

On November 12, Md Rafeyul Islam Ritan, a teacher of the school, made her stay back after class and directed her to contact him in his room. When she entered his room, Ritan hugged her and offered her for an illicit relation.

Later, the girl later informed the matter to her parents.

The girl's family said they could not take any action in the fear of influential locals who pressurised them not to take any legal action against the teacher.

When contacted, upazila nirbahi officer (UNO) Md Tofazzal Hossain of Hakimpur upazila said he was aware of the incident and that "action will be taken after getting written allegation."

Officer-in-Charge (OC) Shambhu Das Sumon of Hakimpur Police Station said no complain was filed in this regard.

Our Lalmonirhat correspondent yesterday reported that local men at Aditmari upazila stalked two sisters when they were going to their coaching center at Khatapara village on a rickshaw and assaulted its rickshaw puller.

Around 8:30 am, two stalkers stopped the sisters on their rickshaws and handed affair letters to them. The stalkers also assaulted rickshaw puller Shah Alom, 30, when he protested against the stalking.

Police and locals said, the stalkers Ekramul Haque alias Khabo, 25, son of Mozibar Rahman, and Joleya Islam, 24, son of Abdul Mannan were residents of Khatapara village.

Father of the girls Dr Shofiar Rahman of the upazila's Saptibari village said, “I placed written allegation against the stalkers and I expect the police to take necessary actions."

“Not only my daughters, but also other school and college girls who used the road at Khatapara village to different educational institutions were stalked allegedly by some identified stalkers,” he added.

Of the two sisters, one is a Degree examinee of Lalmonirhat Mozida Khatun Mohila Govt college while the other is a SSC examinee of Sarpukur High School

Khatapara village locals said some 8 to10 youths, allegedly identified as stalkers, had been stalking the school and college going girls since long. The locals, however, did not take action against them as the stalkers were involved with different anti-social activities.

Aditmari Police Station OC Mahfuzur Rahman said they are trying to arrest the stalkers and police in plain cloth will keep a close eye on the area after yesterday's incident.

Stalker jailed in capital

A 20-year-old man was sentenced to one year’s imprisonment on Monday for stalking a schoolgirl at Moghbazar in the capital.

Police arrested Shakib Hossain Sajib on Sunday after the victim’s father filed a case with Ramna Police Station against him.

Executive Magistrate Babul Mia around 3:45pm handed down the punishment under Penal Code 509.

On November 15, Sajib abducted the girl and kept hostage in his house until their families interfered into the matter.

Stalker of schoolteacher jailed in Thakurgaon

A 32-year-old man was sentenced to 15 days rigorous imprisonment for stalking a primary schoolteacher at Sarcarpara in Thakurgaon Municipality area.

Police said the convict Md Wazed Ali, 32, son of Habibur Rahaman of Shingpara village in Sadar upazila of Thakurgaon harassed the schoolteacher on Thursday when she was returning home around 4:30pm.

Later, Azharul Islam Khan, the father of the victim, filed a complaint against Wazed with Thakurgaon Police Station on Thursday evening, reports our correspondent in Thakurgaon.

Executive Magistrate Rashedul Islam passed the verdict on Friday after the mobile court reached the place at about 2:00pm and took statements of the local people.

Finding him guilty of disturbing the woman, the court handed down the verdict and sent him to Thakurgaon jail.

Stalker of schoolteacher jailed in Thakurgaon

The father of a stalking victim was assaulted yesterday while nine stalkers were jailed and another nine were fined in Sirajganj, Bagerhat, Tangail, Netrokona and Madaripur.

SSC examinee Bipasha of Belkuchi upazila was harassed by Babu, a local youth, on her way home from a coaching centre yesterday morning, reports our Sirajganj correspondent.

Her father Hemash Sarker informed Babu's father of the incident.

Babu and his associates later assaulted Bipasha's father, said police.

Bipasha's uncle Mosharraf Hossain Sarker filed a case with Belkuchi Police Station accusing seven youths.

Babu had been stalking Bipasha for long, police added.

Meanwhile, a mobile court sentenced four youths to one month's imprisonment each and fined each of them Tk 50,000 for stalking schoolgirls at Ullahpara upazila in Sirajganj.

The convicts, Apu, 20, Ranju, 23, Mannan, 21, and Nazim, 22, were caught in the Science College area.

Our Bagerhat correspondent reports, a mobile court yesterday sentenced three youths to one-year imprisonment each in connection with stalking female students of schools and colleges.

The convicts are Rubel, 18, Lalchand Shikder, 18, and Mahbub Shikder, 20.

Plainclothes policemen caught the three near Women's College area of the town yesterday.

The same court in the afternoon fined nine students of Bagerhat Government PC College Tk 1,000 each for stalking girls.

Our Tangail correspondent reports, a mobile court sentenced Joyanta Kor Pappu, 22, a student of Govt Saadat College, to three months in jail and fined him Tk 1,000 for stalking a female college student.

Pappu used to stalk Shatabdi Ghosh Chaity, 19, a student of Kumudini Govt Womens' College, police said.

Our Madaripur correspondent reports, a mobile court sentenced a stalker to one month's jail for defaulting on his Tk 5,000 fine.

Barguna, Dec 4 (bdnews24.com) – A case was filed against the 'stalker', but that could not save college girl Suma Akhter from his brutality. She now faces amputation of her right leg as she has been hacked with a machete.

The 18-year-old twelfth-grade student and her father, residents of Saheber Hawla village of Sadar Upazila, came under attack on their way to Ghatbaria Ideal College where she was supposed to sit for an examination.

The police said 'stalker' Mohsin, 30, hit Suma with a machete at her right leg under the knee, almost cutting it off.

Suma was taken to Barisal Sher-e-Bangla Medical College Hospital in a critical condition at about 11am.

Dr Abdus Salam, resident medical officer of Barguna General Hospital, told bdnews24.com that there was no way to save her leg.

The alleged stalker, according to the police, pushed Suma's father into a roadside ditch before attacking her.

While at Barguna General Hospital, Suma told bdnews24.com that she could not go to her college for the last six months as Mohsin, son of Abdur Rahim Shikder of Gatbaria village, used to stalk her.

However, Suma escorted by her father was going to the college to appear at an examination on Saturday.

She said that she saw Mohsin standing in font of the college road near his house. "Despite that we began to walk. All of sudden, he came forward from behind, pushed my father into the roadside ditch and then began chopping me indiscriminately with a sharp machete. Then I myself fell into the same ditch."

Later, local people rescued her and her father.

Suma said she had filed a case against the stalker with Barguna Sadar Police station one month back.

The victim's father, Yunus Hawlader, told bdnews24.com: "My daughter wouldn't have been a victim if the police had taken proper steps against the stalker."

Confirming the incident, Barguna Sadar police chief Mohammad Babul Akther said they had conducted special operations several times to arrest the alleged stalker soon after Suma filed the case, but failed.

Golam Kibria, a local leader of the ruling Awami League, said Mohsin had abducted the daughter of Samsu Hawlader of the same village and violated her around a year ago, but the police did not take any action against him.

Dhaka, Dec 2 (bdnews24.com) – An inter-ministerial meeting has proposed for amendment to the 'Women and Children Repression Prevention Act– 2010' with a new provision to award maximum seven years of punishment for sexual harassment.

The inter-ministerial meeting on prevention of sexual harassment was held on November 10, according to official sources.

The meeting proposed for inclusion of a new section (A) in the 'Women and Children Repression Prevention Act– 2010', providing maximum seven years' of jail term and the lowest one year's for sexual harassment of women. It also proposed for clearly defining sexual harassment as a crime.

According to the proposal, "If any man willfully obstructs any woman or girl child on their way, or hurl abusive comments on them, make any sound, or distasteful gesture, show anything like photo and symbol, or stalks any woman or child by collecting their photos using the internet, telephone, cellphone or SMS, or harass them or violates their virginity, what the woman or girl child can easily witness or listen, should be considered as crimes of sexual harassment, and for this the man concerned should be sentenced to seven years' maximum imprisonment and one year's minimum imprisonment and could also be fined."

The new proposal has been made as per the amended women and children repression prevention act of 2000 and 2003.

Meanwhile, the proposal has been sent to 16 offices concerned, including the prime minister's office, cabinet secretariat and establishment ministry seeking comments.

The sources said the primary and mass education ministry has submitted their opinions in black and white on the proposal within the scheduled time of Nov 24, while others made their instant comments at the meeting.

Bikash Kishore Das, joint secretary of the women and children affairs ministry, also the convenor of the special cell formed for the amendment to the law, told bdnews24.com that once drafted, it will be placed at the cabinet.

"The cabinet will finalise it and then put it forward to the law ministry."

According to statistics provided by a non-government organisation last month, a total of 42 people had to die across the country in the first nine months of the current year for raising their voice against sexual harassment of girls and women.

The education ministry has already taken a number of initiatives and directed the schools and colleges to form resistance committees with teachers, guardians and local people to check the growing incidents of stalking.
