ECONOMYNEXT - Bangladesh has blacklisted China Harbour Engineering Company Limited, a Chinese construction firm, after returning a bribe given a top official to Beijing's embassy, a media report said.

"I think [they offered bribe] only to please [officials] so that they [company] can misappropriate money," Bangladesh's Daily Star newspaper Finance Minister AMA Muhith as saying.

The company had already been awarded contracts but they would not get any in the future, he had said.

The money had been given to a senior ministry secretary who had handed it over to the government.

The ministry had later sent it to the Chinese embassy with a letter, the newspaper said citing an un-named source.

The Daily Star said Bangladesh had signed a memorandum of understanding during a visit of Chinese President to Bangladesh in 2016, where 21.6 billion US dollars of loans were promise for 26 projects including a highway between Dhaka and Sylhet.

China had selected China Harbour Engineering Company Limited to build the highway.

In negotiations with the Road and Highways Department of the finance ministry, China Harbhour had demanded double the estimated value (20,000 crore Taka) for the project, report said.

Bangladesh has blacklisted a top Chinese construction firm for allegedly trying to bribe a senior government official and stopped its work in the country.

The state-backed China Harbour Engineering Company (CHEC) was in negotiations with the Bangladesh government to expand a major highway from the capital Dhaka to the northeastern city of Sylhet, a top government official told AFP.

The country's road transport minister Obaidul Quader said Wednesday that the blacklisted company's work in Bangladesh has been stopped, but declined to identify the firm or its projects.

Finance minister A.M.A. Muhith had confirmed the ban late Tuesday when he was asked by a reporter about CHEC allegedly trying to bribe an official.

Muhith told reporters that the firm was blacklisted and could no longer work in Bangladesh after it offered the top bureaucrat in the road transport ministry around 5 million taka ($60,000) as a bribe.

CHEC could not be reached for comment. The company has undertaken several large infrastructure projects around the world and operates in over 80 countries, according to its website.

"I have taken action," Quader, the road transport minister, told AFP on Wednesday. "If I did not take any action, then why was the work of the company halted?"

He declined to comment further, but said the affair would not dampen Bangladesh's growing ties with China.

Beijing has been Dhaka's main lender in recent years for major infrastructure projects, including highways and power plants.

"We don't want to strain ties with a country due to one company," Quader said.

The finance minister said Tuesday that Bangladesh will fund the $2.1 billion Dhaka-Sylhet highway expansion project itself.

Ties between Bangladesh and China got a huge boost in October 2016 when Xi Jinping became the first Chinese president to visit Dhaka in more than three decades.

During his visit, the two countries signed a raft of deals worth more than $20 billion.

Xi called it a "historical turning point" in relations with Bangladesh after talks with Prime Minister Sheikh Hasina, who is seen as close to New Delhi.

India, China's regional rival, has long considered Bangladesh a part of its area of influence, and Prime Minister Narendra Modi's government has boosted economic links with Dhaka.

Bangladesh needs tens of billions of dollars of investment to build and upgrade its transport infrastructure and increase power generation to boost its economy.

There is a rumor that CHEC, the selected Chinese contractor was at an attempt to raise the projects costs by some $500 million. And this bribe was part of that; thankfully failed venture.

চীনা ঠিকাদারি প্রতিষ্ঠান চায়না হারবার ইঞ্জিনিয়ারিং কোম্পানি লিমিটেডকে কালো তালিকাভুক্ত করেনি সরকার। কালো তালিকাভুক্ত করার কোনো প্রক্রিয়াও শুরু হয়নি। এমনকি বিষয়টি নিয়ে সরকার চীনের কাছে আনুষ্ঠানিক কোনো অভিযোগও দেয়নি। ঠিকাদার হিসেবে মনোনয়ন পাওয়া প্রকল্পের কাজ থেকেও তাদের বিরত থাকতে বলা হয়নি।

চীনের এই প্রতিষ্ঠানটির সঙ্গে সমঝোতা করার জন্য নানাভাবে তদবির করা হচ্ছে। সাংসদ, রাজনীতিবিদ, বর্তমান ও সাবেক সচিব, ব্যবসায়ী এবং একজন মন্ত্রীর আত্মীয়—তাঁরা সবাই তদবিরকারীর তালিকায়। সবাই চান চায়না হারবার কাজ করুক।

কালো তালিকাভুক্তি কেবল কথায়

সড়ক পরিবহন ও মহাসড়ক বিভাগের সচিব নজরুল ইসলামকে এক লাখ ডলার (৮২ লাখ টাকা) ঘুষ দেয় চায়না হারবার ইঞ্জিনিয়ারিং। ১৭ জানুয়ারি এক অনুষ্ঠানে বিষয়টি প্রথম জানান অর্থমন্ত্রী আবুল মাল আবদুল মুহিত। তিনি বলেছেন, ঘুষ দেওয়ার অভিযোগে দর-কষাকষির প্রক্রিয়া আটকে গেছে এবং প্রতিষ্ঠানটিকে কালো তালিকাভুক্ত করা হয়েছে।

কিন্তু প্রথম আলোর অনুসন্ধানে জানা যাচ্ছে চায়না হারবারকে কালো তালিকাভুক্ত করা হয়নি। কালো তালিকাভুক্ত করার কোনো সিদ্ধান্তও নেওয়া হয়নি। পরিকল্পনা মন্ত্রণালয়ের বাস্তবায়ন, পরিবীক্ষণ ও মূল্যায়ন বিভাগের (আইএমইডি) সেন্ট্রাল প্রকিউরমেন্ট টেকনিক্যাল ইউনিটের (সিপিটিইউ) কালো তালিকাভুক্তির তালিকায় চায়না হারবারের নাম নেই।

পরিকল্পনা বিভাগের মো. জিয়াউল ইসলাম, আইএমইডি সচিব মফিজুল ইসলাম—প্রত্যেকেই চায়না হারবারকে কালো তালিকাভুক্ত না করার কথা প্রথম আলোকে নিশ্চিত করেছেন। অর্থনৈতিক সম্পর্ক বিভাগের (ইআরডি) সচিব কাজী শফিকুল আযম প্রথম আলোকে বলেন, চায়না হারবার কয়েকটি কাজের মনোনয়ন পেয়েছে।

ইআরডিতে চীনের সঙ্গে ঋণের বিষয়টি দেখভাল করেন উপসচিব ড. এ কে এম মতিউর রহমান। তিনিও প্রথম আলোকে বলেন, প্রকল্পের ঠিকাদারি কাজের জন্য চায়না হারবারকে ঠিক করেছে চীন সরকার। অনেকগুলো কাজের জন্যই তাদের মনোনয়ন দেওয়া আছে। তারা এখন এসব কাজ করতে পারবে না এমন কোনো সিদ্ধান্ত হয়নি।

কোনো প্রতিষ্ঠানকে মৌখিকভাবে নির্দেশনা দিয়ে কালো তালিকাভুক্ত করা যায় না। এ জন্য অনেকগুলো ধাপ পার হতে হয়। প্রথমে অভিযুক্ত কোম্পানিকে কারণ দর্শানোর নোটিশ দিতে হয়। অভিযুক্তের বক্তব্য শোনার পর ঘটনা অনুসন্ধান করে তারপরই কালো তালিকাভুক্তির সিদ্ধান্ত নেওয়া হয়। এ সিদ্ধান্ত সংশ্লিষ্ট মন্ত্রণালয় থেকে পরিকল্পনা মন্ত্রণালয়ের সিপিটিইউতে পাঠানো হয়। তারপর তারা ওয়েবসাইটে কালো তালিকা প্রতিষ্ঠান হিসেবে অন্তর্ভুক্ত করে। সিপিটিইউর মহাপরিচালক মো. ফারুক হোসেন প্রথম আলোকে বলেন, ‘আমরা এ রকম কোনো সিদ্ধান্ত পাইনি। তাই ওয়েবসাইটে কিছু দেওয়া হয়নি।’



সবুজ চায়ের বাক্সে সবুজ ডলার

ঢাকা-সিলেট মহাসড়ক ২২৬ কিলোমিটার পথ চার লেনে উন্নীত করতে গত বছরের ৯ অক্টোবর চায়না হারবারের সঙ্গে প্রাথমিক চুক্তি সই করে সড়ক ও জনপথ অধিদপ্তর (সওজ)। চীন সরকারের অর্থায়নে (জি টু জি) পদ্ধতিতে প্রকল্প বাস্তবায়ন করার কথা। বাংলাদেশ থেকে প্রস্তাব ছিল প্রায় ১৪ হাজার কোটি টাকায় প্রকল্পটি বাস্তবায়ন করতে হবে। কিন্তু চীনা কোম্পানিটি ওই টাকায় কাজ করতে রাজি হয়নি। তারা ব্যয় আরও বৃদ্ধি চাচ্ছিল।

প্রথম আলোর অনুসন্ধানে জানা যায়, গত ২ নভেম্বর চায়না হারবারের দুজন কর্মকর্তা ও তাঁদের বাংলাদেশের স্থানীয় প্রতিনিধি সড়ক পরিবহন ও মহাসড়ক বিভাগের সচিব নজরুল ইসলামের সঙ্গে সাক্ষাৎ করতে যান। সড়ক ও জনপথ অধিদপ্তরের প্রধান প্রকৌশলী ইবনে আলম হাসানসহ মন্ত্রণালয়ের সংশ্লিষ্ট কর্মকর্তারা এ সময় উপস্থিত ছিলেন। চায়না হারবার থেকে এ সময় প্রকল্পের ব্যয় বাড়ানোর অনুরোধ করা হয়। আলোচনা শেষে বিদায়ের আগে চায়না হারবারের কর্মকর্তারা গ্রিন টির একটা প্যাকেট সবার সামনেই সচিবকে দেন। বাসায় ফিরে প্যাকেটের মধ্যে ১০টি বান্ডিলে এক লাখ মার্কিন ডলার পান তিনি।

সড়ক পরিবহন ও মহাসড়ক বিভাগের কর্মকর্তারা জানান, টাকা পাওয়ার পরই সচিব বিষয়টি সড়ক পরিবহন ও সেতুমন্ত্রী ওবায়দুল কাদেরকে জানান। মন্ত্রী সংশ্লিষ্ট প্রতিষ্ঠানকে টাকা ফেরত দেওয়ার পরামর্শ দেন। এরপর চায়না হারবারের কর্মকর্তাদের ডাকা হলেও কেউ আসেননি। পরে চীনা দূতাবাসের সঙ্গে যোগাযোগ করলে চায়না হারবারের কর্মকর্তারা মন্ত্রণালয়ে সচিবের কক্ষে আসেন এবং ক্ষমা চান। বিষয়টি কাউকে না জানানোর জন্যও অনুরোধ করেন। সচিব তাঁদের কাছ থেকে লিখিত বক্তব্যসহ ডলার ফেরত দেন।

সাবেক তত্ত্বাবধায়ক সরকারের উপদেষ্টা এম হাফিজ উদ্দিন খান এ নিয়ে প্রথম আলোকে বলেন, পুরো ঘটনায় একটি বিষয় স্পষ্ট যে চায়না হারবার সুযোগ-সুবিধা পেতে বিভিন্ন ভাবে চেষ্টা, তদবির করেছেন। সর্বশেষ তারা সরাসরি ঘুষ দিয়েছেন। পাশাপাশি আরেকটা বিষয়ও স্পষ্ট যে এভাবে ঘুষ দেওয়ার চর্চা আগেও হয়েছে, আগেও হয়তো কেউ না কেউ গ্রহণ করেছে, এখনো বিভিন্ন এ রকম প্রকল্পে হচ্ছে।

এম হাফিজ উদ্দিন খান আরও বলেন, আমি বিস্মিত এটা ভেবে যে এমন একটি ঘটনা হাতেনাতে ধরা পড়ার পরও কেন চীনা ওই ঠিকাদারের বিরুদ্ধে আইনগত ব্যবস্থা নেওয়া হলো না বা কেন এখনো কালো তালিকাভুক্ত করা হয়নি। তাহলেও কী অন্য কেউ কোনোভাবে এই প্রতিষ্ঠানের কাছ থেকে কোনো সুবিধা পাচ্ছে। এমন ঘটনায় আমাদের দেশের কর্মকর্তা বা ব্যবসায়ীরা অন্য দেশে গিয়ে করলে তো সারা পৃথিবীতে সমালোচিত হতো।



আগে-পরে তদবির

অনুসন্ধানে জানা যায়, চায়না হারবারের দাবি মেনে নিতে সড়ক পরিবহন ও মহাসড়ক বিভাগে তদবির করছেন সাংসদ, বর্তমান ও সাবেক এক সচিব, রাজনৈতিক নেতা থেকে শুরু করে ব্যবসায়ী পর্যন্ত। ঘুষ দেওয়ার আগে সচিবের সঙ্গে আলাদা বৈঠকের চেষ্টাও করা হয়।

নজরুল ইসলাম সচিব হন গত ১৫ অক্টোবর। এর দুই দিন পরে চায়না হারবারের স্থানীয় প্রতিনিধিকে নিয়ে সচিবের বাসায় ফুলের তোড়া নিয়ে গিয়েছিলেন একজন রাজনীতিবিদ। একজন সদ্য বিদায়ী এবং আরেকজন বর্তমান সচিবও চায়না হারবারের পক্ষে তদবির করেন। তদবিরকারীর তালিকায় আরও আছেন এক মন্ত্রীর আত্মীয় এবং একাধিক ব্যবসায়ী। এখনো প্রতিষ্ঠানটির পক্ষে তদবির চলছে বলে জানা গেছে।

সামগ্রিক বিষয়ে সড়ক বিভাগের সচিব নজরুল ইসলাম প্রথম আলোকে বলেন, ‘প্রতিষ্ঠানটিকে এ ধরনের তৎপরতা বন্ধ করতে সতর্ক করে দেওয়া হয়েছে। তবে একটি কোম্পানির জন্য বিনিয়োগকারী কোনো দেশের সরকারের সঙ্গে সম্পর্কের টানাপোড়েন তৈরি হওয়া ঠিক হবে না বলে আমার মন্ত্রীর মতো আমিও তা মনে করি।’

২০১৬ সালে চীনের প্রেসিডেন্ট সি চিং পিংয়ের বাংলাদেশ সফরকালে ২৬টি প্রকল্পে ২ হাজার ১৫০ কোটি ডলার ঋণ দিতে সমঝোতা স্বাক্ষর হয়। ওই ২৬ প্রকল্পের একটি হলো ঢাকা-সিলেট মহাসড়ক চার লেনে উন্নীত করার প্রকল্প। ওই প্রকল্পে ১৬০ কোটি ডলার দেওয়ার কথা ছিল। সরাসরি ক্রয়পদ্ধতি অনুসারে, চায়না হারবার ইঞ্জিনিয়ারিং কোম্পানিকে ঠিকাদারি কাজ দেওয়ার জন্য ঠিক করে দেয় চীন সরকার।
