Balochistan government has decided not to give ownership rights of Gwadar’s land to the private companies, rather it would be leased out.

This was stated by Balochistan Chief Minister (CM) Jam Kamal in his media talk after return from China’s visit.

He stated, “People of Balochistan are owners of its land and natural assets and the provincial government will protect the rights of its people.”

The CM accused previous rulers of making landmark China Pakistan Economic Corridor (CPEC) controversial and limiting its scope to a ‘single project’.

CM hoped that Balochistan would soon come out of financial crisis.

Who has authority to give away ownwership rights in Balochistan?

Is it Balochistan State Government or Center ?

Earlier Gwadar Port was leased to Chinese for 40 years by Nawaz government. Can Baloch Government revoke any such agreement ?

Whatever deal the previous govt did apparently Balochistan gov is not happy about it because it stated:

and current govt is diversifying CPEC into a multidivisional project.

Now your confusion is EITHER :

1) Due to the fact you were not following the news where it was stated that Chinese might buy land
2) You didnt understand the series of events that have taken place
3) You just jumped into a topic blind without background information...

Its a smart move.

This way, the chinese govt. cannot put pressure on the Govt. of pakistan to acquire land. GoP will say its a state subject and they are powerless and say no without actually saying No.

We don't owe an explanation to them.

This actually is a very good move. Leasing to foreigners is the best option instead of making them owners of precious land. Which eventually would lead to a lot of problems for the State in the future.
Not meaning to imply that but mostly the land will be sold, if it's sold to private firms and if people remember right East India Company was a private company as well. China is a good friend of Pakistan but who knows what a private company would do in 100 years as it took EIC more than that to show their real intentions.

And that's the reason you can only lease land in England and Wales, the Crown is the ultimate owner of all this land.
People can only lease or have a freehold.

It's Baluchistan govt and leasing is the best decision.

This is how it should be, you keep your permanent assets to yourself and don;t let foreigners buy them off at cheap while the same land will become gold later on.

Depends on whose authority the project falls under.
Gwadar is not a Federally administered area, hence the provincial govt has control, but the Prime Minister or the President can overrule soemthing that goes against national hegemony or interest. Same stands true for a vote/legislation in parliament.

Supreme Court/Const > Parliament > PM/Pres > Provincial > CM
