I think you didn't understand the point... In my post I have written "Governments", which include Pakistani govt in Balochistan, Indian govt in tribal area, American government in Africa...

I will not say that present Govt is insensitive. They are rather slow. NFC award and Baluchistan package are certainly commendable steps taken by the present Govt. They are not properly implemented but atleast such initiatives have started. Certainly they will give results over time.
