Balochistan crisis deepens as three ministers, two advisers four parliamentary secretaries resign


Political crisis in Balochistan deepened on Wednesday when a group of disgruntled ministers, advisers and parliamentary secretaries submitted their resignations to the provincial governor after an embattled Jam Kamal Khan Alyani ignored the 24-hour deadline set by his opponents for him to step down as chief minister.


Official sources said the angry group met Governor Syed Zahoor Ahmed Agha at the Governor House late in night and handed over their resignations to him.


Those who resigned were Minister for Finance Mir Zahoor Ahmed Buledi, Minister for Food Sardar Abdul Rehman Khetran, Minister for Social Welfare Mir Asad Baloch, advisers to the CM Akbar Askani and Mohammad Khan Lehri, parliamentary secretaries Bushra Rind, Mahjabeen Sheeran, Lala Rashid Baloch and Sikander Umrani.


Most of the members of the angry group belongs to the ruling Balochistan Awami Party (BAP).


CM Alyani while refusing to give in to their demand went ahead to preside over a cabinet meeting which discussed a 28-point agenda.


Unfazed CM holds cabinet meeting in show of strength

Earlier, Mir Buledi said if Mr Alyani did not step down then his group would submit a no-confidence motion against the chief minister in the next two days.


“We have written our resignations, which will be submitted soon,” Asad Baloch, Minister for Social Welfare and secretary general of the Balochistan National Party (BNP-Awami), told journalists on the Balochistan Assembly premises after a meeting held earlier in the day.


It may be mentioned that Sardar Mohammad Saleh Bhootani resigned from his office three months ago after developing differences with the chief minister.


“Our group has decided not to budge from its stand about minus-one formula that is the resignation of Jam Kamal Khan Alyani,” Asad Baloch said.


He said the group had suggested a respectable way for the chief minister, but he did not accept it and failed to submit his resignation despite the passage of the 24-hour deadline.


“We are not ready to sacrifice the entire province just for an individual,” he said.


In reply to a question, he said a team of the chief minister, led by ministers and Senator Danesh Kumar, once again came for talks and said the chief minister was ready to address reservations of the angry group, but the group told the government delegation that it was not ready to take back its demand for the resignation of the chief minister.


Mr Baloch further said that the group members had signed the no-confidence motion which would be submitted after some other members of the group reached Quetta, including Speaker Mir Abdul Qudoos Bizenjo and Sardar Mohammad Saleh Bhootani.


He said the group had the support of 38 to 40 members and it was confident of the success of the no-trust motion.


Meanwhile, a team of the chief minister’s side comprising provincial ministers Mir Gorham Bugti, Mir Omer Khan Jamali, Meetha Khan Kakar, Abdul Khan Khaliq Hazara and Senator Danesh Kumar held a meeting with Mir Baloch in his chamber in the Balochistan Assembly and delivered a message of the chief minster about removing the grievances of his opponents and resolving all issues with mutual understanding and talks.


After the meeting with Mr Baloch, the Adviser to the Chief Minister on Local Government, Mir Gorham Bugti, told journalists: “We are making efforts to remove all differences through negotiations between the chief minister and angry ministers and MPAs so the process of development could be resumed in the province.


“The coalition government comprises 40 members. Of these 40 members, 14 are with the angry group and all others are with the chief minister. It is our desire to sit on the table and find out a solution to the issue,” Gorham Bugti said.


Speaking on the occasion, Abdul Khaliq Hazara said the minus-one formula was not acceptable for the government alliance.


He said that everything was possible in politics. One could take a stand on an issue and the stand could be changed also, he said.

Balochistan crisis deepens as angry BAP lawmakers file no-confidence motion against CM Alyani


A group of disgruntled Balochistan Awami Party (BAP) lawmakers and their allies in the coalition government on Monday filed a no-confidence motion against Chief Minister Jam Kamal Alyani, deepening the months-long crisis.

The no-confidence motion, signed by 14 lawmakers was submitted to the secretariat of the Balochistan Assembly, five days after the disgruntled BAP members decided to file the motion following the expiry of a 24-hour ultimatum given to Alyani by members of his own cabinet and other lawmakers to resign.
Lawmakers including Saeed Hashmi, Jan Jamali, Mir Zahoor Ahmed Buledi, Asad Baloch, Naseebullah Marri and Sardar Abdul Rehman Khetran were present in the assembly during the submission of the application.

Speaking to reporters on the occasion, BAP leader Buledi said their group had expressed a lack of confidence in Chief Minister Alyani with a "majority", requesting the Balochistan governor to summon a session of the assembly soon so that the no-confidence motion could be presented.

He called upon Alyani once again to step down himself before the motion was taken up.

Balochistan National Party-Awami's (BNP-A) Asad Baloch said it was a principle that "one person is sacrificed for the larger interest of the majority."

"We are not the disgruntled group, but the united group," he stressed, saying the political crisis had given rise to many issues and calling upon Alyani to "give up".
PTI MPA Marri said the PTI had been a part of the ruling coalition in Balochistan "from day one" and remained the same, adding: "Jam Kamal is requested to resign immediately."

The no-confidence motion will be sent by the Balochistan Assembly Secretariat to the provincial governor. If he approves it, a session of the assembly will be convened in 7-10 days to discuss the motion.

Meanwhile, Chief Minister Alyani on Monday held a meeting with PTI parliamentary leader in the Balochistan Assembly Sardar Yar Mohammad Rind during which the existing political situation was discussed.

Months-long crisis

Previously, 16 members of the opposition had filed a no-trust motion against the chief minister on September 14. However, the Governor House Secretariat had returned the motion to the Balochistan Assembly on technical grounds.

Sources had said at the time that officials concerned of Governor House while reviewing the no-trust motion had found a technical mistake in the summary for convening the Balochistan Assembly’s special session for discussing the motion.

Balochistan Assembly has 65 members, and according to the Constitution, a no-confidence motion needs the signatures of 20 per cent of the make-up of the legislative body to be tabled for discussion. With existing figures, 20pc of 65 members is 13 members, while the no-confidence motion has been signed by 14 members.
Trouble brewing

On Sunday, the tug of war between Chief Minister Alyani and angry BAP members had intensified as efforts made by different quarters to find a solution to the crisis could not succeed.
Angry ministers, advisers and parliamentary secretaries have announced that they would not be ready to work with Alyani and demanded his resignation.
On the other hand, the chief minister made it clear that he would not resign just on the demand of a few members of his party and claimed that he was enjoying the support of the majority of the BAP members and coalition partners.

The signs of the ongoing political crisis in Balochistan were first seen in June this year, when opposition members had camped outside the provincial assembly's building for days in protest against the government led by Alyani for its refusal to allocate development funds for their constituencies in the budget.
The protest had led to mayhem and police had later booked 17 opposition lawmakers in connection with the incident.
Following that, the opposition had moved a no-confidence motion against Alyani.

In this connection, Dawn had reported at the time that Alyani was also facing opposition from within his own party over some issues, especially ministers’ powers of posting and transfers and allocation of development funds.
 
Looks like PPP managed to buy some lotas from BAP.
 
They wont tell why are they angry? They have ministries and advisories but are angry? Instead they should be asked and made accountable for their performance. seems they are blaming the CM and trying to leave before elections while enjoyed and looted for 3 years.
