That Cop was investigated for Forcibly Detain a woman before, and that investigation is still under investigation, he should NOT be on the beat with that charge hanging over his head.
The problem I suggest is that he was released for temporary duty (RTD) because he is a minority and possibly Muslim and the line needed his service, the call that trigger the shooting is a domestic violence call, which mean he would have been dispatched by the control room.
If he is a normal cop, that does not process unique skill, he would probably on administration leave, the Minnesota Police Department need to tell people why he was allowed on the street when he have 2 outstanding complaints for false imprisonment, battery, assault, negligence, and violating civil rights.
but yes, this news have been quite rampant in Oz because she Ruszczyk, was considered middle-upper class, and this have apparently have no reason or out of the blue.
The full detail of the case probably need a clearer picture before anyone can be commented tho.
The people who started this thread probably have no idea the police officer is a Muslim to begin with, let alone the detail of the case, they sees the headline and think "oh, American Cops shot another innocent, let's put it on PDF...) Strange no one started to scream "terrorist attack" because a Muslim shot and kill a white woman. Regardless if he was a cop on duty or not.
Anyway, we need more info on this, for example, why Noor was back on the line when he have 2 outstanding complaints over his head, and all that he IS a rookie. No offence to the Muslim here but I think he got some special treatment because of that, otherwise if a White Cop or Asian Cop with2 y ears under and got 2 serious complaints over their head, he would have put into Administrative leave already. He is still on the line for a reason.
Also we need to know what motivate him to shoot Justine Ruszczyk, early report suggest she came out of her home toward the police car with a mobile phone on her hand. But that may not be contribute to anything.

Hmm... Somali-American cop (Mohammed Noor) shoots Australian white woman (Justine Damond) at around midnight. I guess you guys aren't interested in screaming "#whitelivesmatter" or bring up religion into this eh?
