If Americans are reluctant to bail out economies with long-term (loan-based) debt obligations to China - so be it. Why some Pakistani crying WOLF over it?

I have pointed out time and again that Pakistan should have decent relations with the big 3 namely US, Russia and China. In this manner, Pakistan will not risk antagonizing any side, and will strike a healthy balance in regional geopolitics accordingly.

CPEC's primary agenda is the socio-economic uplift of Pakistan (and Eastern Chinese provinces). Pakistan should promote CPEC in this way through its media outlets, and leave the door open for investment from other countries under its banner on top. CPEC should only carry the message of peace and prosperity in the region.

If we choose to militarize CPEC by allowing China to construct a naval base in Gwadar, then we will unwittingly facilitate formation of an Indo-NATO naval bloc to counter Chinese's naval presence in response, and CPEC will face meltdown consequently. Only Pakistani armed forces secure CPEC.

Glad to see PTI-led government reviewing CPEC in full to address potential shady dealings and unfavorable terms. Pakistani establishment needs to make sure that CPEC is socio-economically beneficial to Pakistan in the long-term.

Superpowers can take their dirty games elsewhere. Pakistan should no longer be a stooge of any country, and should prioritize its economic interests over anything else.

Transform Pakistan into a hub of foreign investment.

Government need to audit all CPEC projects to see where they can improve and save money. There is no clear information released by previous government regarding CPECS. All we are told that hundreds of projects are underway to build infrastructure which will benefit China through CEPC.
Government must create a informational documentary about benefit of CPEC on Pakistani economy.
Establishment of western route is very important it will help create small Satellite towns along CPEC.

دنیا بھر میں معلومات کو دو وجوہات کی بنیاد پر خفیہ رکھا جاتا ہے،پہلی وجہ دفاع یا سکیورٹی کی ہے اور یہ طرز عمل نیا نہیں بلکہ شاید جب سے انسان نے ایک دوسرے سے لڑنا شروع کیا ہے، اس نے اپنے داؤ پیچ اور ہتھیار اپنے دشمن سے چھپائے ضرور ہیں، اسی دفاع اور سکیورٹی میں ڈاکے یا چوری چکاری کے خوف سے مال چھپانا، آمدن نہ ظاہر کرنا یا بظاہر ایسا طرز زندگی اختیار کرنا جو لٹیروں کو دعوت گناہ نہ دے، وہ بھی شامل سمجھے جاتے ہیں۔ معلومات کو خفیہ رکھنے کی دوسری وجہ بددیانتی، چوری، دھوکہ، فراڈ یا کرپشن کو چھپانا ہے۔ ہر وہ معاملہ جس کی تہہ میں کھوٹ پوشیدہ ہو اسے خفیہ رکھا جاتا ہے۔ برصغیر پاک و ہند میں زمینوں کی پیمائش شروع ہوئی تو لوگوں نے اسے خوش آئند قرار دیا۔ پٹواری کے ہتھیار "جریب"، "نقشہ پارچہ" اور "سہ ہدہ" نے لوگوں میں ایک تجسس پیدا کیا اور پھر جب زمینوں کے نقشے، واجب الارض، اور ملکیتی ریکارڈ تیار ہوا تو لوگوں کو یقین ہوگیا کہ اب اس کی بنیاد پر ان کا کوئی حق ملکیت ضبط نہیں کرسکتا۔ اس وقت تک یہ سارے کا سارا ریکارڈ ہر خاص وعام اور تمام افسرانِ سرکار کے لیے ایک کھلی کتاب کی طرح میسر تھا۔ لیکن جیسے ہی ان زمینوں کی پیمائش کے بعد لگان، مالیہ اور آبیانہ لگنے شروع ہوئے تو اس ریکارڈ کی کھلی کتابوں میں سے ایک کتاب "رجسٹر خسرہ گرداوری" کو پٹواری نے خفیہ کردیا۔اس رجسٹر میں پٹواری علاقے کا دورہ کرنے کے بعد فصلوں کی کیفیت اور تفصیل درج کرتا ہے۔ زمیندار کی فصل کی جو نوعیت پٹواری تحریر کر دیتا ہے، اسی کی بنیاد پر اس سے مالیہ وصول کیا جاتا ہے۔ خسرہ گرداوری کا رجسٹر ایک زمانے میں پٹواری کی تہبند کی "لڑ" میں چھپا ہوتا تھا اور آج بھی وہ اس کی ذاتی دسترس میں ہر وقت رہتا ہے۔ پاکستان میں یوں تو سرکار کے ہر دفتر میں ایسا بے شمار ریکارڈ ہوتاہے جس کو عام لوگوں تو ایک طرف دیگر ساتھی اہلکاروں سے بھی بددیانتی اور کرپشن کی وجہ سے چھپایا جاتا ہے، لیکن قومی سطح پرجس پراجیکٹ کو عوام، سیاستدانوں، پارلیمنٹ اور میڈیا سے خفیہ رکھا گیا وہ "سی پیک" (CPEC) ہے۔ حیرت کی بات یہ ہے کہ نہ تو اس میں کوئی اسلحہ سازی کا معاہدہ تھا اور نہ ہی کوئی فوجی تنصیبات کا ذکر، کہیں کوئی میزائل کی فیکٹری اور ایٹم بم کی صلاحیت بڑھانے کا تذکرہ بھی نہیں ملتا۔ ایک سیدھا سادا پاکستان کی ذرائع مواصلات، توانائی اور پیداواری صلاحیت کو بڑھانے والا معاہدہ جس کو روز اول سے اس قدر خفیہ رکھا گیا کہ آج سابقہ وزیر منصوبہ بندی احسن اقبال اس پٹواری کی طرح محسوس ہوتے ہیں جس کے تہبند کی "لڑ" یا بستے میں سی پیک کا رجسٹر چھپا ہوا تھا اور وہ اسے کسی کو دکھانا پسند نہیں کرتے تھے۔ جب سے یہ سی پیک شروع ہوا ہے، اگر کسی نے اس پر جائز سوالات بھی اٹھانے کی کوشش کی تو اسے "ملک دشمن"، پاک چین دوستی کا مخالف، اور غدار کہا گیا۔ اس میں ایسا کیا تھا جسے ایک خفیہ نکاح کی طرح چھپایا گیا۔ اس کاجواب ٹھیک اس لمحے آنکھوں کے سامنے روشن ہوگیا جب اگست 2018 ء کے آخری ہفتے میں ملائشیا کے عظیم رہنما اور وزیراعظم مہاتیر محمد نے چین کے شہر بیجنگ کا دورہ کیا اور اس دوران انہوں نے بالکل ایسے ہی معاہدے کے بارے میں لاتعداد سوال اٹھائے جو چین نے ملائشیا کے ساتھ کیا تھا۔ ترانوے سالہ مہاتیر محمد جو ملائشیا کی تقدیر بدلنے والا شخص ہے۔ جس نے ستائیس سال ملائشیا پر برسراقتدار رہ کر اسے ایک شاندار معاشی و معاشرتی قوت بنایا تھا، خود سیاست سے دستبردار ہو گیا تاکہ آئندہ آنے والی نسلیں اس کے ملک کو سنبھالیں۔ لیکن صرف نو سالوں کے بعد اس کو 93 سال کی عمر میں دوبارہ سیاست کی پرخاروادی میں قدم رکھنا پڑا اور قوم نے اپنے اس عظیم رہنما کو دوبارہ منتخب کر لیا۔ جن دنوں وہ حکومت سے الگ تھا، ملائیشیا نے پاکستان کے سی پیک کی طرح چین کے ساتھ ایسا ہی ایک پراجیکٹ شروع کیا جو مواصلات کی ترقی، توانائی اور صنعتی منصوبوں کے متعلق تھا۔ مئی 2018ء میں الیکشن جیتنے کے بعد مہاتیر نے پہلا کام یہ کیا کہ ان منصوبوں کو غور سے دیکھا۔معاملہ اس قدر گھمبیر تھا کہ اس کے پاؤں تلے سے زمین نکل گئی کہ یہ سب کے سب منصوبے اس طرح بنائے گئے تھے جیسے وہ ملائشیا کے عوام نہیں بلکہ چینی کمپنیوں کے مفاد میں ہوں۔ اس کی حیرانی کی انتہا نہ رہی جب اس نے دیکھا کہ چینی کمپنیوں کو فائدہ پہنچانے کے لئے جو کرپشن کی گئی اور ملائشیا کی معیشت کوجس طرح داؤ پر لگایا گیا وہ ایک مجرمانہ فعل تھا۔ یہی وجہ تھی کہ وزیراعظم نجیب رزاق نے اس معاہدے کے معاملات کو عوام، میڈیا اور دیگر اداروں سے ہمیشہ خفیہ رکھا بالکل ایسے ہی نواز حکومت نے سی پیک کو خفیہ رکھا ۔ مہاتیر محمد نے بیجنگ کے گریٹ ہال میں کھڑے ہو کر چین کے رہنماؤں کو بتایا کہ ملائشیا میں اتنی بڑی سرمایہ کاری کرنے کے باوجود بھی اگر ملائشیاکے عوام میں چین کا تاثر منفی ہو اور لوگ آپ کو نو آبادیاتی ٹڈی دل کے طور پر سمجھنے لگیں تو یہ گھاٹے کا سودا ہے۔ ایک ایسی ٹڈی دل جو ان کی زراعت اور صنعت و حرفت کو تباہ کرکے اپنی زراعت اور صنعت و حرفت کی مارکیٹ پیدا کرے تو پھر ایسے معاہدے زیادہ دیر نہیں چلا کرتے۔ مہاتیر نے کہا کہ ہمارا ملک 250 ارب ڈالر کا مقروض ہے۔ اگر ہم اس قرض کی دلدل میں پھنسے رہے تو یہ نہ چین کے لیے فائدہ مند ہوگا اور نہ ہمارے لئے۔ چین کو سب سے پہلے ہمیں اس دلدل سے نکالنے کے لئے مدد کرنا ہو گی ۔ نجیب کی حکومت نے آپ کے ساتھ کیے گئے ان معاہدوں کو عوام سے چھپایا اور حکومتی قائم کردہ فنڈ میں سے اربوں ڈالر لوٹے۔ آپ کے بینکوں سے ان شرائط پر قرض لے لیے گئے جو ہمارے لیے تباہ کن تھیں۔ تھائی لینڈ کی سرحد سے پورے ملائشیا میں ریل لائن بچھانے کا منصوبہ جس پر 22 ارب ڈالر خرچ ہوگا، اسی طرح دیگر پائپ لائن جیسے منصوبے ایسے ہیں ، جن کی تمام رقوم کی ادائیگی کام شروع ہونے سے پہلے ہو چکی ہے کیونکہ وزرا کو کمیشن چاہیے تھا ،لیکن کام کا آغاز ابھی تک نہیں ہوسکا۔ ہماری کار سازی کی صنعت کو ختم کرنے کے لیے چین کی geely فرم کے ساتھ جو معاہدہ کیا گیا ہے، اس کے بعد اور ایسے دوسرے معاہدوں کے بعد ہم صرف چینی مصنوعات کے تاجر بن کر رہ جائیں گے۔ مہاتیر نے سب سے اہم جو بات کی وہ یہ تھی کہ آج کے دور میں بڑی طاقتوں کا نوآبادیاتی استحصال آزاد تجارت "Free Market" کے نام پر کیا جاتا ہے۔ اس تصور میں ہمیشہ امیر ملکوں کی اجارہ داری قائم رہتی ہے۔ ہم فری نہیں منصفانہ تجارت "Fair Trade" پر یقین رکھتے ہیں۔ مہاتیر محمد نے کہا ہم ان تمام معاہدوں کو آپ کے ساتھ مل کر ازسرنو دیکھنا چاہتے ہیں، اس لئے کہ یہ سب کچھ ہماری سرزمین پر ہو رہا ہے، اس لیے اس میں ہمارا مفاد سرفہرست ہونا چاہیے نہ کہ چین کا مفاد۔ پاکستان کے سی پیک کا عالم بھی ایسا ہے۔ اس کو اسی لیے خفیہ رکھا گیا کہ یہ معاہدہ بنیادی طور پر گوادر کی بندرگاہ کے لئے تھا۔ اگر گوادر کی بندرگاہ نہ ہوتی تو نہ چین اس علاقے کا رخ کرتا اور نہ ہی یہ معاہدہ وجود میں آتا۔ اس معاہدے کے آغاز میں بلوچستان کو جو سبز باغ دکھائے گئے تھے اور ان کے لیے ترقی کے جونعرے بلند کیے گئے تھے، معاہدے کرتے وقت اور پراجیکٹ بناتے وقت وہ پس پشت چلے گئے اور اس پراجیکٹ میں وہ تمام علاقے اہمیت اختیار کر گئے جو یا تو پنجاب میں تھے یا پھر جن میں نون لیگ کا ووٹ بینک موجود تھا۔ ذرا لسٹ کاایک حصہ ملاحظہ فرمائیں۔ 1) اورنج لائن لاہور، 2) رحیم یار خان کول پاور پراجیکٹ، 3) ساہیوال کول پراجیکٹ، 4) ہزارہ موٹروے، 5) کوہالہ ہائیڈل پاور، 6) ملتان سکھر موٹروے، 7) قائداعظم سولر پارک بہاولپور۔ یہ چند ایک ہیں جو تکمیل کے مراحل میں ہیں جبکہ باقی صوبے تہی دامن۔ بلوچستان میں صرف ایک منصوبہ ہے اور وہ ہے گوادر پورٹ ہے۔وہ بھی اس لیے کہ اگر اسے نہ بنایا گیا تو باقی سب منصوبے ہی بیکار ہیں۔ سوال ویسا ہی ہے جو مہاتیر محمد نے اٹھایا ہے کہ کیا چین یہ چاہے گا کہ پاکستان میں 62 ارب ڈالر کی سرمایہ کاری کرنے کے بعدپاکستان میں اس کا تصور ایک نوآبادیاتی، لوٹ مار کرنے والے اور دشمن ملک کی حیثیت سے بنے۔اس کی وجہ ایک ہی ہے کہ گذشتہ چند سالوں میں پوری کوشش کی گئی ہے کہ سی پیک کی ترقی کو پنجاب تک مرکوز رکھ کر باقی تین صوبوں کی نفرت کا الاؤ جلایا جائے اور اگر مہاتیر محمد کی طرح ہم نے بھی سی پیک کو ازسرِنو نہ دیکھا تو پورے کا پورا سی پیک اس ایک آتش فشاں پر دھرا ہوگا۔

We trust the government and if a review is necessary then be it. Even if imran khans government decides to cancel cpec altogether i. Am 100% sure it will be best for pakistan. Atleast setting terms and conditions right is necessary. Also there should be a check on chinese in our country. Our laws are not upto date and we dont have experience supervising external forces or people in our country. Tight checks and transparency isnthe way to go if we eant everything in pakistan's interest. Only defence related things if deemed secretive and depend amt on national security can only be released to Top Brass of pakistan armed forces headquaters as we trust our defenders just like new government . may he even more than the government.

Its about sincerity. I have lived in china for 6 years i graduated from there. Been to almost ever part of china except for the south. They are great people but! Above all they love profit and money. Americans and the west have morals, no matter how bad they seem. Im not saying chinese are super bad but we pakistaniz and indians depend on morals of who we choose are friends. Little bit of caution is always very good. If u dont follow someone blindly thats the best way to go for it. Just dont trust CPEC or china blindly as well. No one will take care of you and me brother except for you and me and our own people. Pakistan first. But i do agree CPEC if done for pakistan and chinas interest in a transparent way and without secretive pr greedy ambition can be very good. Im just happy our goverent and instititions will keep a close eye on all the projects and imports and doings of the foreign people here in the country. Chinese are our friends best of all. Perhaps even more than turkish or the arabs. Im all for cpec always its the best thing ever and we need it. But if its causng uncontrolled imports and deficits we might as well take it slow before we fall into an unrecoverable situation.

So you discredit the chinese by saying the lack morals when all they have done is support Pakistan for over 50 years.l saying they cant be trusted But give credit to the west when all it has done is destroy Pakistan?
