No doubts they've had access to MLRS and have used them but I've not seen them having higher caliber like smerch ...

I stated that the child beheaders/cross dressers/organ eaters have received basically every type of Soviet weapons from tanks to MLRSs, them possibly having a smerch is not something that should come as a surprise to anyone. And good luck trying to hit an air base from 70km

No it cant. Dispersion is too high. I've seen Grad hits with my own eyes, they barely destroy one room with direct hit. Thats about it. For leveling buildings u need Uragan at least:
