Judging from the looks and functionality its a clone of American GBU-39(SDB-I) and delivers similar performance. Except the Stated Accuracy its kinda BAD for a modern weapon. GBU-39's CEP is around half.
This is Weird considering their GPS/INS guided MAM-T has Range of 80km/43nm still having CEP of around 3meters.

Definitely, having the capability to fire such bombs from a light fighter is a big Plus,especially in export market.

Will America even let you integrate them on the F-16?

Nope.

If China allow it, they can be integrated into J-10c.

At that point rather get similar chinese ones with ToT and produce locally. Being Chinese weapons on Chinese aircraft integration will be a lot more streamlined and easier, And prolly would cost less. There are couple of options too:
