The leaders of India and the 10-member Association of Southeast Asian Nations will resolve to further strengthen military ties and boost maritime cooperation at a two day-summit that opens here Thursday, according to a draft declaration obtained by Kyodo News on Tuesday.

The draft of the "ASEAN-India Vision Statement 2020," which is set to be adopted at the ASEAN-India Commemorative Summit, commits the two sides "to fostering greater security cooperation to further address traditional and nontraditional security challenges," including transnational crimes and international terrorism.

It says leaders of the 11 countries are committed to strengthening cooperation to ensure maritime security, freedom of navigation, and safety of sea lanes for unfettered movement of trade in accordance with international law.

The draft says maritime cooperation will be promoted through the Expanded ASEAN Maritime Forum, which held its inaugural meeting in Manila last October, to address common challenges such as sea piracy, maritime security, maritime connectivity, freedom of navigation and fisheries.

"We will make use of existing bilateral and multilateral frameworks and mechanisms and ASEAN-led regional process such as the ASEAN Defense Ministers' Meeting Plus to promote defense and military exchanges and cooperation and the ASEAN Regional Forum to foster constructive dialog and consultation on political-security issues," it says.

"We declare that the ASEAN-India partnership stands to a strategic partnership," it says.

On trade, the document says the summit will strive for reaching greater trade volume through free trade agreement.

"We are therefore committed to achieving a target of US$100 billion for ASEAN-India trade by 2015," it says.

To that end, India's commerce and industry minister Anand Sharma said Tuesday while opening an India-ASEAN business fair that putting into operation a free trade agreement in services and investment would provide greater impetus to trade and investment between the two sides.

Sharma said negotiations on the FTA in services and investment are expected to be concluded before the summit.

In the draft statement, the leaders "share the vision of a peaceful, prosperous and resurgent Asia, which contributes to and promotes global peace and security."

Apart from marking 20 years of ASEAN-India dialogue relations, 2012 also marks the 10th anniversary of summit-level partnership between India and the grouping.

ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

NEW DELHI: Singapore would like to further cooperate with India in the field of defence, and would like to see the country play a larger role in the broader ASEAN region.

Those were the key messages that Defence Minister Ng Eng Hen expressed to his Indian counterpart A.K. Antony and other Indian officials.

Dr Ng is on a two-day introductory visit to the Indian capital.

The two leaders spoke about increasing interaction between the Singapore and Indian armed forces.

Contrary to ahfatzia the mainland immigrant's wishes, Singapore is an anti-China country which is dragging the US, Australia, and even India to the region as counterweights to China's security threats.

What you expect Dr Ng to say considering we have training arrangement with India. Indians are not stupid they wouldn't fight somebody's war and will not come to roil these muddy water unless there's big benefits for them. There's nothing here for them except those money losing oil/gas ventures.

BTW I have never been in the mainland, try again.

In certain aspect I'm a mainlander even though I have never, as much as I like to, set foot in there. My great great grandfather came from a tiny village called Shenzhen when he was a teenager.

Singapore, a multi-cultural state of over 3.5 million people, is not ready for a non-ethnic Chinese premier in the near future, Prime Minister Lee Hsien Loong said in remarks published Sunday.

Lee made his remarks Saturday during talks with members of the local Malay community in response to a question of whether Barack Obama's election as the first black US President could be mirrored in Singapore.

"It's possible. It depends on how people vote, on who has the confidence of the population," Lee was quoted as saying in The Sunday Times. "Will it happen soon? I don't think so, because you have to win votes," he added.

"Who votes for whom, and what makes him identify with that person... these are sentiments which will not disappear completely for a long time, even if people do not talk about it, even if people wish they did not feel it."

Lee's party has been in power since 1959 and while the city state is praised for its open economy and corruption-free bureaucracy, critics highlight its lack of tolerance toward dissent and struggling pro-democracy groups.

Ethnic Chinese make up about 75 percent of Singapore's resident population of 3.64 million while ethnic Malays account for almost 14 percent and ethnic Indians about nine percent.

The city-state has another one million foreigners who work here.

Singapore's largely ceremonial post of president is held by an ethnic Indian while one of two deputy prime ministers is also ethnic Indian. There are also three ethnic Indian holding ministerial ranks in Lee's cabinet.

Lee's father, Lee Kuan Yew, was Singapore's first prime minister and widely credited for transforming the poor tropical island with no natural resources into one of Asia's wealthiest economies.

The elder Lee stepped down in 1990 and was succeeded by his designated successor, Goh Chok Tong. The younger Lee became prime minister in August 2004, taking over from Goh.

Maybe Koreans believe that next Singapore leader will be a Korean.

Well, you clearly do have the mind and soul of a mainlander, as Singaporean Chinese who were living there for generations dislike China and is pro-West on national security.

You won't find many Singaporean citizens defending China in Singapore.

When I was in the States my roommate is from Singapore,He is everything like a Chinese,we talked about Chinese movies,TV shows,singers ,actors...we celebrate every single same Chinese festival and he trid to teach me some Fujianese,but I gave up cause it is difficult,he told me many many Singaporeans speak Fujian dialect at home.

Your spinning is rather abysmal this time. It's true there are not many oversea Chinese are supporters of CCP, however this view is also changing because of the party's professionalism in handling the economy, but most are die hard nationalists of Chinese people. Regimes come and go but there's only one China for all Chinese people.

Lee: We are very sensitive. The whole system is based of meritocracy, you are where you are not because of your father. If anyone thought I am where I am because of my father, my entire credibility will be destroyed, then I am not fit to govern. It is based on the Confusion precept, first you should have the moral authority to govern, then you form policies. Otherwise I should be kicked out.

Indian military is a rag tag joke that won't ever get involved in any military confrontation with the PLA. The Indians are still mentally and psychologically scarred from the humiliating thumping of 1962. They don't have the guts to EVER mess with China. China is becoming very dominant in the SCS. Chinese oil & gas companies are drilling for oil with advanced domestic technologies like the deep water oil rig 981 which allows it to drill nearly all of the SCS. Not only that but the Chinese marine industry is taking off rapidly to explore for oil, gas and other resources in the SCS. Chinese fishing vessels are increasing in numbers and is fishing all over the SCS. Chinese shipyards are building the latest marine surveillance ships and is being rapidly deployed in the SCS to protect the fishing vessels and anyone exploring resources illegally. Finally the Chinese military is building the type 056 corvette to provide coastal military support to marine surveillance ships. There are rumours that over 30 type 056 could be build to protect Chinese interests in the SCS.

So anyone thinking they will have an easy time in the SCS, they are in for a rude shock. The Chinese leaders see the SCS as China's pond. And China has the capability to protect the SCS in many different ways as I have said. China has made it a priority to protect the SCS. Any country that wants to take on the PLA in its own back yard, they are in for a very hard time. China has the military industrial complex, ship industry and marine industry to fully protect the SCS. Give it 5 more years, and the SCS will be a Chinese pond.

it was not the "liberation" army which liberated china .. but the lowly rag tag joke which was USAF and USN which did the lowly job for the "liberation" army.

meanwhile, the "liberation" army ran off on a "long march".

You clearly have never heard of the PLA involvement in the victory over the Japs. It was all due to the PLA. The Americans did nothing, they sent engineers. The sacrifices were made by the PLA. The KMT was getting its arse kicked by the Japs. You wouldn't understand these things as your regime only allows anti-Chinese propaganda to be spewed by your media. The PLA has fought and won against the Japanese, US, India, soviets, Vietnam. What has India ever won? You even lost to Pakistan 3 times.
