These bombers can strike Indian targets from within China ... have you heard about LACMs before . More likely than not though, Indian air defenses (including the S-400) would likely be neutralized by massive Chinese saturation attacks so these H-6s could probably still penetrate into Indian territory and conduct traditional bombing runs with guided munitions pretty easily.
