I have heard that army will not compromise on the 'missing persons' issue.

Reason is that under immense pressure army produced some of these missing persons in the court and had to release them because they didn't have enough evidence. Now some of those missing persons are to be found in India and that has irked the agencies.
Army/intel. agencies will not compromise on the issue of territorial integrity and security of Pakistan so no chance for the release of 'missing persons' in the foreseeable future.
