In what could be a major strategic fillip for India, a new oil pipeline from Tejpur in Assam to Tawang (near India-China border) in Arunachal Pradesh is being planned to cater to future contingencies, including during war situations, reliable sources have told dna.

The proposal is being mooted even as a 378 kilometre long rail network on the same stretch is in the pipeline.Currently, there is only one communication lifeline connecting mainland plains to the Tawang – the theatre of several battles between the Indian and Chinese armies in the 1962 war, one that India lost bitterly.

Senior army officials said that the proposal for the oil pipeline is being discussed with the government. “The oil pipeline will ensure power for communication network, besides benefiting the civilian population. There is an in-principle agreement with the government and the plan is being formalised,” a senior officer of the Army’s Eastern Command, who did not wish to be named, told dna.
“The current road is within the target of Chinese Army’s Artillery guns, at several places. So, are some of their roads within our target. The oil pipeline will ensure power for communication network in such eventualities of a war,” said a senior officer of army’s Tawang Brigade.

Close to 54 years after the 1962 war, the infrastructure and communication network on the Indian side of the border in Arunachal Pradesh have remained far from desirable, putting India at a strategic disadvantage vis-à-vis China. The only road that serves as the lifeline for troop and civilian movement and supplies is marred with potholes and landslides at several places.

“We have shared our concerns with the government and together with the Border Roads Organisation (that comes under the ministry of defence), we are in the process of identifying stretches where we can make alternate small road loops for use during blockades,” said a senior Army officer.

The final location survey for the rail line from Missamari near Tezpur to Tawang is currently on.

The government has currently initiated the proposal for construction of four strategic rail lines along the China border. These lines measuring about 1352 kilometres are Missamari-Tenga-Tawang (378 km), Bilaspur-Manali-Leh (498 km), Pasighat-Tezu-Rupai (227 km) and North Lakhimpur-Bame-Silapathar (249 km). However, there is no finality on the time frame of the construction.
