Countering coronavirus: COAS Bajwa directs Army to speed up assistance to civil administration

Chief of Army Staff General Qamar Javed Bajwa directed the army on Saturday to fast-track operations to help out the civil administration as the country struggles to contain the rapidly spreading coronavirus outbreak.

The first steps need to be taken on an individual level by the public to protect themselves, General Bajwa said.

“The government’s efforts will only be successful if the public takes precautions themselves. It is the job of every Pakistani to listen to the precautionary measures put out by the government and the health department,” he said.

He added that no danger can shake the resolve of a responsible and determined nation, pointing to China as an example.

“Pakistan Army as a part of the national effort will also be responsible. We, the Pakistan Army, believe it is our duty to protect the nation,” Gen Bajwa added.

Last week, the army chief had urged all concerned parties to "gear up preparations" to counter the virus.

According to the military’s media wing, the Corps Commanders Conference at the General Headquarters had discussed emerging situation with regards to COVID-19 and the preventive measures taken by the Pakistan Army. The army chief directed all concerned to gear up preparations in support of national effort to counter this pandemic in case of any eventuality.

  • takes role in census
  • occasionally attacks PM House and takes power
  • counts gas meters
  • owns housing delevopment

the answer is "Yes".


Ps. This is common in ex-colonial states which have been left with insitutions by their former masters which tend to be more westoxified and competent then the desi electorates and their leaders.

Government calls in Pakistan Army troops

ISLAMABAD: The government on Monday called in the Pakistan Army troops to help curb the spread of the novel coronavirus across the country.

The military will be deployed throughout the country as the coronavirus cases surpassed 800 with six reported deaths.

"The Competent Authority, in exercise of the powers conferred under Article 245 of the Constitution of Islamic Republic of Pakistan and Section I31-A of CrPC is pleased to authorize deployment of sufficient strength of troops of Pakistan Army in Punjab province depending upon the requirement to be worked out by the provincial Government in liaison with the Army authorities in connection with the prevailing situation related to the spread of COVID-19 and matters ancillary thereto, subject to laws enforced in Pakistan," read the notification for Punjab.

Similar notifications were issued for Sindh, Balochistan, Khyber Pakhtunkhwa, Azad Kashmir and Gilgit-Baltistan. The notification comes at a time when the number of affected cases in the country have soared past 800 and six have succumbed to the infection in Pakistan.

Decision comes after all provinces and federal territories seek armed forces deployment to aid civil administration.

ISLAMABAD: The federal government has green-lighted the deployment of Pakistan Army soldiers in aid of civilian administration across the country to cope with the novel coronavirus crisis as partial and complete lockdown is in place in almost all provinces effectively implement the social distancing measures.

The Ministry of Interior on Monday issued several notification in this regard approving the requests of all four provinces – Sindh, Punjab, Balochistan and Khyber-Pkhtunkwa – and federal territories and Azad Jammu and Kashmir (AJK) for the deployment of armed forces.

The nationwide tally of COVID-19 patients topped 875 with 394 cases in Sindh; 110 in Balochistan; 246 in Punjab; 38 in K-P; 71 in Gilgit-Baltistan; 15 in Islamabad; and one in AJK with six deaths.

The Sindh and AJK governments have imposed a blanked ban on the movement with a few exceptions, besides closing all non-essential markets, offices and shutting transport and educational institutions to limit the interaction of the people to stop community spread of the contagion.

Whereas, other regions including Punjab and K-P have also imposed a partial lockdown.

A day earlier, Pakistan Army also reiterated its resolve in fighting against the deadly epidemic, saying: “Nothing can defeat a responsible and determined nation.”

“Pakistan Army, being part of national effort, shall serve and protect the nation as a sacred duty InshAllah,” army chief General Qamar Javed Bajwa was quoted as saying during the meeting held at the General Headquarters in Rawalpindi.

Prime Minister Imran Khan approved provincial governments’ requests seeking military in aid of civil power, Special Assistant to Prime Minister on Information and Broadcasting Dr Firdous Ashiq Awan said earlier in the day.

The prime minister has allowed the provincial governments to enforce ‘partial lockdown’ on ‘need-base’ under Article 245-A of the Constitution of Pakistan, she added.

This is no so much luck as history. The army as a organic institution was birthed, nurtured and weaned by the British. As a institution it was designed by British to obey orders and act along structured, pre-defined lines and rules with authority delegated in a evolving steps that rest with the chief. Furthermore it was sealed of as a institution from wider society. The army they birthed obeyed the orders of the British crown without question. In 1947 that command was passed over to the Dominion of Pakistan which continues to this day. Officers are trained and brought up along lines of Sandhurst officers in UK.

On the other hand politicians are desi products and are product of Pakistani awam and their tribal/caste/regional politics. Thus the politiciabs are desi products. The army is western sapling planted in Pakistani soil that has taken root and now is a solid tree.

Really impressive talk by DG ISPR. Clearly the army and civilian government are working in lockstep. This is the way it should be. I am even surprised that CM of Sindh has shown shine.

Aiming to acquire 10,000 ventilators to increase Pakistan's capacity, says NDMA chairperson

National Disaster Management Authority (NDMA) Chairman Lt Gen Muhammad Afzal told the media on Tuesday that he meant to acquire 10,000 additional ventilators over the next few months in order to cope with any health crisis, such as the Covid-19 pandemic.

While addressing the media at a news briefing alongside Prime Minister Imran Khan, Afzal revealed that there were around 2,200 ventilators across Pakistan at the moment. Only around half of these would be available if needed for Covid-19 patients, he added.

"Unfortunately, nothing is available anywhere except in China," he said. "Let me tell you China's situation as well. I call the Chinese ambassador around three to four times a day and meet him once or twice. I talk to NDRC (National Development and Reform Commission) and foreign ministry of China. After all this, now they are issuing instructions to their factories to provide the material Pakistanis are asking for [as a] preferred buyer."

He said that acquiring protective gear for doctors and health staff was the first priority and "a small number" will arrive tomorrow while another batch will arrive on Thursday. The protective equipment included around a million masks, out of which 50,000 were N-95, he told reporters.

He added that the material to prepare protective gear will also arrive and will be manufactured in a factory in Lahore.

Furthermore, 50,000 testing kits will arrive on Thursday.

By the end of this week, a significant number of protective gear and other equipment will arrive via air as well as by road. He revealed that the border will be opened for a day so that the equipment can be transported into the country.

He told reporters that he had held meetings with local producers as well and had told them to order whatever they needed to manufacture medical equipment from China.

"I told them that I will get you clearance from State Bank, FIA, Customs. Just bring the material here [in Pakistan]," said Lt Gen Afzal.

He said that local production had started to increase. Afzal said that the government had provided ample funds to the NDMA but several countries, including those in Europe had already signed contracts for yearly supply of ventilators and medical equipment.
