He has not been prosecuted of any crime in Pakistan. In the UAE he did not stand trial.

17.1 People can form Associations and Unions
17.2 Citizens of Pakistan can be part of a Political party , and Federal Government if they find a Political party (example , Like PML or PPP ) are acting against Pakistan then they can refer their status to Supreme court and Supreme court can (dissolve PML and PPP)
17.3 Political party will of course declare the source of their Funds (i.e. Not Illegal Money from Drugs or theft)

This Law was mainly to stop Terrorist from funding Political Parties , situations where drug money was being used or Gang Money was being used , or crime money was being used.
