There is a difference though. Nepali culture isn't a subset of "Indian" culture. Your states have different cultures from one another so how can you say a neighboring country and your country have the same culture. This is why your neighbors dislike you lol. The name India itself is a usurped name because majority of the modern day Indians have little links to the Indus.

There is a huge different between Nepali and Indian culture. Nepali cultural is greatly influenced by Chinese culture. Although Nepal has 80% hindus, their tradition is influenced by Buddhism too which is totally different from the Hindus of India. For example the Hinduism of Bali Indonesia is completely different from other Hindu country. India has a diverse culture and tradition, it's not appropriate to say that India and Nepal culture is same. The similarities of Nepal and India is that they are based on Sanatan Dharma only which has its root on the Indus civilization.

India has been complaining about the ties between Nepal and China due to their own vulnerability and insecurities over the boarder issues. India's vested interest seems to secure goodwill with China by opening the route to Mansarowar as Hindu pilgrim by side tracking Nepal which is the main issue of Lipulekh.
