China will not reopen fully, whatever it means. I go to work daily, shop normally and don't wear mask even in crowded bars watching World Cup. The only hassle is testing twice weakly and health codes. 99.9% of China is like this.
If there is heavy case, a city is closed loop like in Guangzhou, where people don't travel out and people don't travel in. But people travel freely within that city. Then the housing area with heaviest case loads are again closed loop. People travel freely within their area. At any point in time even during the worst lockdowns in Shanghai during March to June, there was never more than 1% of the population under quarantine. 99% were functioning as normal, that's the reason China is still growing despite this on average 3%. Going forward i think testing will still be mandatory but quarantine times will ve reduced and done at home.
