Pakistan army’s accusing India for fermenting militancy in the country is not neoteric phenomenon. It is well calculated move to boost Pakistan army’s moral after its failure to rein in militancy despite a year-long brutal military offensives along the Afghanistan border against Taliban, in which about 400 Pakistani army men have been killed at the hands of militants. Besides it, Prime Minister Narendra Modi’s prudent foreign policy while dealing with SAARC countries has completely isolated and exposed Pakistan at the international fore.
Pakistan army, which controls and manoeuvres county’s foreign policy on India and Afghanistan, also wrested initiative from political leadership of Pakistan in anti-Indian rhetoric to remind the politicians that India is to be exclusively dealt by the Pakistan army and politicians should not ventured into it.
India is treated as a ‘punching bag’ in Pakistan’s army’s doctrine and country’s impulsive foreign policy. Pakistan army and politician use it as an efficacious tool to emit their frustration whenever country is embroiled in any serious internal or external quandary. Furthermore, the hot headed Punjabi dominated Pakistani military and political leadership vent out their frustration after their failure to find any escape route from a serious problem facing their country.
In May-June 2015 firstly Pakistan army, then followed by political leadership accused an intelligence agency of India for attempting to destabilize Pakistan: then Pakistan could not assimilate Prime Minister Modi’s successful visit toBangladesh, subsequently it got frightened ofIndian army’s courageous action against militants inside Myanmar on June 9, 2015.
The worsening law and order situation in Pakistan even after one year of completion of Pakistani army’s military offensive against Tehrik-e-Taliban- Pakistan (TTP) along the Pakistan-Afghanistan border made Pakistani political leadership and army brass rattled. While situation in Karachi is out of control, sabotage and militant attacks have become a regular feature in Baluchistan. This has exposed Pakistan government and army’s tall claim of bringing militancy down and improving law and order situation in blazing Karachi and volatile Baluchistan.
Pakistan Army and the civilian government, in a bid to divert public opinion against its failure to rein in militancy in the country, even after creating world record of hanging over 150 persons in a short span of six months time and claimed to have killing over 2763 militants in one year resorted to anti-Indian propaganda. This exposed Pakistan army’s total failure and its political leadership’s brinkmanship.
Killings of over 150 Shias in Karachi and Baluchistan in different militant attacks by TTP in a span of two months, jeopardized civil machinery and crumbled law and order situation in financial capital of Pakistan i.e. Karachi and underprivileged province Baluchistan since early May 2015 led the Pakistani army and political leadership to take refuge under anti-Indian sentiments and held India responsible for deteriorating situation in Pakistan.
Notably, as usual, the militarily leadership of Pakistan bypassed the democratically elected government and hijacked the government’s privy of dealing with India. It was Pakistan army which initiated anti-Indian rhetoric and was forthcoming in criticizing and threatening India. Subsequently, Pakistani politicians also took lead from the army and joined anti-Indian chorus, apparently to appease their military masters and political constituencies.
Pakistan Army’s Chief, Gen. Raheel Sharif, in his half a dozen addresses at country’s military platforms in a span of over a month (May-mid June 2015) made a number of veiled attacks on India and its Indian external intelligence agency, Research and Analysis Wing (RAW) for allegedly whipping up terrorism in Pakistan and creating instability through militancy in Pakistan and ceasefire violations.
In his addresses, Gen. Sharif also repeatedly raised Kashmir issue and described it as ‘unfinished agenda’ and announced that Pakistan was ready to pay to safeguard its interests, including on Kashmir issue.
Notably, before Gen. Sharif’s indulging in anti-Indian sentiments spree, the Karachi police had claimed (May 1, 2015) of arresting two RAW trained agents belonging to Muttahida Qaumi Movement (MQM)party of Pakistan, for inciting violence in Karachi.
Furthermore, Pakistan army, to influence Pakistan foreign policy on India as well as to incite country’s political leadership also arranged a special briefing for Prime Minister Nawaz Sharif and his principle federal ministers by ISI on India’s alleged nefarious designs against Pakistan at ISI’s Headquarters in Rawalpindi on May 30, 2015.
Following briefing from ISI, Nawaz Sharif, his Defense Minister, Khawaja Mohammad Asif and Interior Minister Nisar Ali Khan also joined their Army Chief. Genral Raheel Sharif in his anti-Indian speeches and inflammatory statements that too in a magniloquent manner.
Pakistani army and political leadership found an awaited opportunity to denounce India when Indian Defense Minister Manohar Parikar stated (New Delhi, May 22, 2015) that terrorists could be neutralized through terrorists and Prime Minister Narendar Modi in his speech (Dhaka, June 8, 2015) during his visit to Bangladesh referred to Indian contribution in independence of Bangladesh and criticized Pakistan of spreading terrorism.
Advisor to Prime Minister on Foreign Affairs and National Security Advisor, Sartaj Aziz and Pakistan’sforeign office spokesperson sharply reacted over Prime Minister Modi’s remarks over creation of Bangladesh and called upon (Islamabad, June14, 2015) international community to take note of Prime Minister Modi’s alleged admission of Indian government’s interference in the events of the then East Pakistan in 1971 and described it as a violation of United Nations charter.
Some senior Pakistani politicians including Asif Zardari and Imran Khan, Presidents of Pakistani Peoples Party (PPP) and Tehrik-e-Insaf, Pakistan (TIP), respectively, also criticized Prime Minister Modi for his remarks about creation of Bangladesh.
Pakistani politicians, in a bid to show their support to the Pakistan army and their unanimity against India, also passed (June 11, 2015) resolutions in National Assembly and the Senate against alleged remarks made by the Indian leadership against Pakistan. Meanwhile, Pakistan Defense Minister, Khawaja Asif also criticized Manohar Parikar’s statement on terrorism and described it as India’s alleged admission of sponsoring terrorism in Pakistan.
He and Interior Minister, Nisar Ali Khan, were also critical of Indian Minister, Rajyavardhan Singh Rathore’s statement on Indian army’s operation in Myanmar and warned that India should not mistake Pakistan for Myanmar as Pakistani armed forces were capable of giving befitting reply to any so called Indian act of aggression.
Former Pakistani President, Prime Minister, Nawaz Sharif while addressing (Islamabad, June11, 2015) journalists also criticized the so called ‘irresponsible statements” of the Indian leaders with regard to Pakistan and alleged that the so called rhetoric had destroyed hopes for reconciliation between the two countries.
Former President, General Parvez Musharraf, who is facing treason and murder charges also jumped into anti-Indian rhetoric fray and criticized (Karachi, June 11, 2015) India for allegedly playing “dangerous game” and described India as an “extreme state”, not a secular one.
While claiming that Pakistan was capable of defeating India in war, General Musharraf also denounced India for “suppressing and destabilizing” Pakistan. He also dared to remind India of Pakistan’s nuclear capabilities and claimed that Pakistan developed such capabilities for defense and deterrence.
Pakistan army’s sole aim is to keep country’s masses temperate always high against India’s alleged hegemony over Pakistan and perpetual Kashmir issue so that it can rule the country through proxy and never allow the democracy to flourish in Pakistan, in a true sense.
