Andhra Pradesh and Telangana look like warring countries, not Indian states

Andhra Pradesh Single Desk clears 216 applications - The Times of India

HYDERABAD: The Andhra Pradesh government has cleared 216 applications under the 'Single Window Clearance' of the total 417 applications it had received, the State Investment Promotion Board (SIPB) informed chief minister N Chandrababu Naidu at a review meeting held here.

"Of the total applications received, 148 are pending. The remaining applications are beyond the purview of single window clearance desk," Naidu said in a statement.

At the review meeting, Naidu asked the industries department to give a monthly update on the status of new projects in the state. The State Investment Promotion Board approved six proposals having a combined investment of Rs 2,003.65 crore. The seven mega projects include Mohan Spintex (textile project), Indian Designs (textile & garment project), Divis Laboratories (Active Pharmaceutical Ingredients project in Kakinada), Vayhan Coffee (premium instant coffee plant), Jain Irrigation (Mega Food Park), Greentech Industries (auto-components unit) and NHK Springs India (ancillary auto-components unit of iSuzu Motors India). These projects are expected to generate employment to over 35,700 people, according to the government.

At the meeting, Naidu enquired about applications/projects that were put on hold due to court litigations. He asked the SIPB to appoint a Group-I officer in New Delhi to follow-up with the central government for speedy clearances of pending applications.

Meanwhile, the state government is planning to hold a 'Global Investor Summit' on October 12, on the eve of Hudhud cyclone anniversary. "The summit should reflect the resurgence of Andhra Pradesh's spirit after Hudhud battered the coastal areas," he said.
 
Not going to happen under BJP. They were only supporting Telangana.

Though ideally UP needs to be divided into 3 states and Vidharba needs to be created. These are the last state demands in India.

Government is supporting both be it AP or Telangana or any other province. Projects are being started in almost all the provinces . North East has saw good number of projects even when the proxies are trying to create problems there.

Government doesnt seems to have any proposal about UP or Vidharba so far .


PM’s visit

The Minister was also closeted with Commissioner of Police Amit Garg, District Collector N. Yuvaraj, Visakhapatnam MP K. Haribabu, Mr. Madhusudan and others on the proposed visit of Prime Minister Narendra Modi to VSP. Mr. Modi has been invited to dedicate the Rs.12,400-crore 6.3 million tonne expansion project to the nation sometime in July.

The date for the Prime Minister’s visit has not been finalised. Security aspects reportedly figured at the review meeting held at Ukkunagaram.

It is easier for political parties to win in smaller states than larger ones due to diversity. BSP led UP government had on November 23, 2011, passed a resolution in the state assembly for creating Purvanchal, Bundelkhand, Awadh Pradesh and Paschim Pradesh out of UP. The resolution was forwarded to the UPA government at the Centre but no action was taken.

Highly-placed sources in the Chief Minister’s office told The Hindu on Tuesday that Mr. Chandrasekhar Rao termed the move, as a question of ‘self respect’ of people of Telangana. “If Centre insists on taking away the law and order powers of Telangana, I will launch a fast in New Delhi,” he told a meeting late on Monday night.

At a meeting with Chief Secretary Rajiv Sharma and officials of the Chief Minister’s office, Mr. Rao is said to have expressed strong displeasure on the proposals .

“I will not keep quiet, if such a decision is taken by the Centre. I will write to all the Chief Ministers in the country and seek their support on the issue. I will build a national movement on the issue,” he was quoted as telling the officials.

The Chief Minister reportedly questioned whether in a federal system, the Centre could take away the law and order powers of a duly elected Government.

“We will make an election issue in the Bihar. If states like Jharkhand and Chhattisgarh start demanding new powers in erstwhile Bihar and Madya Pradesh, who will keep quiet,” he remarked in the meeting.

Mr. Rao, sources said, made it clear that during his meeting with the Governor later in the day, he would tell in no uncertain terms that such a proposal was not acceptable to the Telangana Government.

It may be mentioned here that Attorney General is believed to have communicated to the Governor his opinion over invocation of Section 8 of AP Reorganisation Act.

As per Section 8 of the A.P. Reorganisation Act, the responsibility of the Governor shall extend to matters such as law and order and internal security in the common capital area.

The section also specifies that in ‘discharge’ of the functions, the Governor shall, after consulting the Council of Ministers of the State of Telangana, exercise his individual judgement as to the action to be taken.

How can you go on fast against the provisions of a bill which you have voted for(in the Lok Sabha)??

Wasn't he strongly supporting this bill back then? If he had such a problem with section=8. Then why did he not raise this issue back then?

This is why we should have had the bill properly discussed in the Lok Sabha instead of blacking the proceedings & not discussing a word about it's contents...

Let him make it national. No sensible person is going to give a d%&^ about it.
& honestly speaking except Nitish Kumar who hates Modi & possibly Akhilesh Yadav, I see no other CM in India willing to stand beside him. They all know the contents of the bill & how it was passed..

HYDERABAD: Police forces of the duelling Telugu-speaking states of Telangana and Andhra are now on a shopping spree to procure the latest high-profile spying gadgets to tap phones and protect themselves from similar attempts by rivals.


An Andhra minister, who did not want to be named, said the state's intelligence police was procuring the latest electronic surveillance equipment and data mining for 50 crore at least. "These include covert listening devices, telephonic, video and computer surveillance equipment and GPS tracking devices among others, apart from high security mobile handsets for the use of top lawmakers and bureaucrats," the minister said.


Nimmakayala Chinarajappa, the state's deputy chief minister and in charge of home affairs, confirmed that the state will soon have its own spyware."We were sharing the (spyware) equipment with the Telangana intelligence police till January and we will now have our own soon," he told ET, but refused to share details on the nature of equipment being procured and budgets involved.

The move assumes significance in the backdrop of claims by Telangana CM K Chandrasekhar Rao and home minister Nayani Narasimha Reddy that their intelligence sleuths have evidence to prove alleged corrupt deals of Andhra chief minister Chandrababu Naidu. These claims were made days after the anti-corruption bureau (ACB) of Telangana arrested a key Telugu Desam Party (TDP) legislator for allegedly attempting to bribe a nominated legislator in the elections to the legislative council, on the basis of audio-visual evidence

Two ministers of Andhra and a senior police officer in Telangana whom ET interacted with confirmed the initiatives to further equip their respective intelligence forces with sophisticated gadgetry.

They, however, claimed the gadgetry procurement was aimed more at thwarting insurgency attempts of extremist elements than using them against lawmakers and bureaucrats of the neighbouring state. Telangana was carved out of Andhra Pradesh in June last year.

While Telangana Rashtra Samithi (TRS) of Rao secured majority to form the government in India's newest state, Naidu's TDP came to power in residual Andhra Pradesh apart from emerging as the key opposition in Telangana.

Crying foul over the episode of arrests in the alleged vote-for-cash sting operation and threats on serving notices on Naidu, the Andhra Pradesh government has alleged tapping of the phones of its top lawmakers and bureaucrats by Telangana intelligence sleuths.


Claiming evidence on phone tapping, the Andhra Pradesh government served notices on nearly a dozen mobile telephone operators, seeking to know who ordered the tapping of their phones. It also sought the intervention of the Centre to confer powers on the common governor on law and order in Hyderabad -the common capital for 10 years -to protect the interests of Andhra lawmakers, bureaucrats and people living in the city.

Apart from deploying Andhra police at key locations in Hyderabad, it also replaced security personnel for its top lawmakers with its police.
A senior Andhra minister admitted that its intelligence failed to detect phone tapping by rival police in the absence of required equipment.

"Telangana intelligence retained most of the sophisticated equipment that the intelligence forces of erstwhile undivided Andhra Pradesh state possessed, claiming that they needed them given the threat perceptions in Hyderabad and border districts prone to Naxal insurgency," the minister said on condition of anonymity.

"We need to immediately procure machinery to protect our phones from being tapped by the Telangana intelligence police, given the sensitivity of the conversations with various people, which include top global and domestic investors,
" he said.

The war of words between the two sides escalated in the wake of reports that Attorney General Mukul Rohatgi has communicated his opinion to the common Governor of both states, ESL Narasimhan, on implementation of section 8.

The AG's advice came in the wake of AP Chief Minister N Chandrababu Naidu's petition to Prime Minister Narendra Modi asking the Governor to implement section 8 of the Act.

While AP government led by Naidu has been demanding the Governor to take over the law and order jurisdiction in Hyderabad, Telangana CM K Chandrasekhar Rao continued to maintain that law and order was a state subject and Hyderabad was integral part of Telangana.

The governor is leaving for the national capital Thursday evening. He will meet Union Home Minister Rajnath Singh on Friday.

He is likely to brief the minister about the latest developments and the rift between the two states in the wake of the cash-for-vote scandal and phone-tapping.

Narasimhan has been summoned couple of days after the Attorney General of India reportedly advised him to monitor the probe into the cash-for-vote scandal by using his special powers under section 8 of Andhra Pradesh Reorganisation Act.

Andhra Pradesh has been demanding the implementation of section 8 to ensure protection to people of all regions living in Hyderabad.

Chief Minister N Chandrababu Naidu had also called on Prime Minister Narendra Modi a few days ago to demand implementation of the section and also a probe into the alleged phone tapping by the Telangana government.

Naidu made the demands after a legislator of his Telugu Desam Party (TDP) was arrested by Telangana`s Anti-Corruption Bureau (ACB) and the airing of an audio tape of Naidu`s alleged telephonic conversation with nominated MLA Elvis Stephenson.

TDP`s deputy leader in Telangana assembly, A. Revanth Reddy, was arrested on May 31 while he was offering Rs.50 lakh to Stephenson to induce him to vote for the TDP-BJP candidate in the Telangana legislative council election.

The Telangana Rashtra Samithi (TRS) government has accused Naidu of raising the demand for implementation of section 8 to escape from law in the bribery scandal while the Andhra TDP government has charged Telangana of tapping the phones of Naidu and his cabinet colleagues.

While Andhra has hailed the Attorney General`s reported advice to the governor to exercise his powers, TRS has warned of mass movement against any move to hand over law and order to the governor.

Telangana Chief Minister K Chandrasekhar Rao met the governor to convey his strong opposition.

Arguing that law and order is a state subject, TRS leaders say the situation in Hyderabad is totally peaceful and does not warrant implementation of section 8.

Visit of Petroleum Minister Shri Dharmendra Pradhan to Telangana

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan visited Telangana on June 25-26, 2015. During the visit he reviewed the various oil and gas projects in the state of Telangana; marketing of petroleum products and LPG; proposed pipeline projects; Coal Bed Methane projects and performance of Bhagyanagar Gas Ltd.

The Minister reviewed the performance of private companies and Joint Ventures who are operating in exploration and production of oil & gas including CBM in the region.

Later, while holding a detailed review of marketing, city gas and CSR projects, he observed that people of the state should have ready availability of all kinds of petroleum products and shortage of any kind should be avoided.

Shri Pradhan was accompanied by a delegation comprising Shri K.D. Tripathi, Secretary Petroleum, Shri A.K Sawhney, Additional Secretary, Shri U.P. Singh, Joint Secretary (Exploration), Shri S. Celkon opens phones manufacturing unit in Hyderabad - The Hindu

Celkon's unit is in Medchal and equipped with four assembly lines and has a capacity of two lakh units a month.
A number of mobile phone manufacturers are considering setting up units in Telangana, the State's IT Minister K.T. Rama Rao said on Friday. Inaugurating a facility of smartphone maker Celkon, which has been outsourcing from China, the Minister declared: "This is just the beginning. Chief Minister K. Chandrasekhar Rao is keen on a having a mobile manufacturing hub in Telangana.

"Micromax has decided to set up a plant near Hyderabad on 50 acres," the Minister said, adding he would be visiting South Korea and Japan soon to hardsell the State to electronic hardware manufacturers. Noting that both the Centre and the Telangana Government were on the same page with their 'make locally' approach, Mr. Rama Rao said that there were plans to develop hardware cluster in Maheswaram, Medchal and Ghatkesar, all near Hyderabad.

Celkon's unit is in Medchal and equipped with four assembly lines and has a capacity of two lakh units a month. It is to be expanded to 12 lines and a total of five lakh units capacity per month. Reiterating the focus of the Government on facilitating industrial growth to create jobs for youths, Mr. Rama Rao said that mobile phone units can provide large number of low-end employment opportunities to those from ITIs and diploma holders.

The State, he added, was keen on creating an eco-system that eventually will help host an analog Fab manufacturing unit. Celkon Chairman and Managing Director Y. Guru expressed satisfaction at becoming the first mobile phone manufacturer in south India. "This comes at a time when India is poised to become the largest consumer base for mobile phones and we are set to bring in a new phase of growth at Celkon," he said.

Executive Director Murali Retineni said that by next quarter the investment on the new facility will be around Rs.225 crore. Lion's share of Celkon monthly sales of 6-7 lakh units will be made in India.

President of India receives first copy of book ‘Uniki’

The President of India, Shri Pranab Mukherjee received the first copy of the book ‘Uniki’ in Hyderabad today (July 3, 2015). The book has been written by Shri Ch Vidyasagar Rao, Governor of Maharashtra. The President received the book from Shri K Chandrashekar Rao, Chief Minister of Telangana who formally released it.

Speaking on the occasion, the President appealed to the people of both the states of Andhra Pradesh and Telangana to work in close harmony, so as to ensure sustainable development and betterment of the people of the country and help it earn its rightful place in the comity of nations. He said that we all belong to India. He stated that we need to remember that we can choose our friends but cannot choose our neighbours. Therefore, it is us for decide whether we should live in harmony and peace with our neighbours.

The President said that he was happy to receive the first copy of the book ‘Uniki’ authored by Shri Vidyasagar Rao. He congratulated Shri Rao for bringing out this useful compilation of writings and reflections on his life and experiences. He stated that the title, ‘Uniki’, which means Existence, evokes a philosophical view of the issues and events that have been written about in this book.

The President said he has known Shri Rao since the early days of his illustrious parliamentary career and when he served as Minister of State for Home, Industries and Commerce in the Cabinet of Shri Atal Bihari Vajpayee. He stated that earlier Shri Rao had been Floor Leader of his party in the Andhra Pradesh Legislative Assembly for 15 years. He was successful in piloting a private member’s bill in the Andhra Pradesh Legislative Assembly that sought stringent punishment for people practicing bigamy.

Release of Central Assistance of Rs. 450 crore to the State of Telangana for development of backward areas in terms of provisions under Andhra Pradesh Reorganisation Act, 2014

In keeping with its commitments to support the development of backward areas of Telangana, the Central Government has provided a further “Special Assistance” of Rs. 450 crore to the state for 2016-17. Andhra Pradesh Reorganisation Act, 2014 entrusts the Central Government to support the programmes for the development of backward areas in the successor States, including expansion of physical and social infrastructure. The Central Government had accordingly released Rs. 450 crore during 2015-16 for the development of 9 backward districts of Telangana. The backward districts which are being supported with this development fund are Adilabad, Nizamabad, Karimnagar, Warangal, Medak, Mahbubnagar, Rangareddy, Nalgoda and Khammam. Cumulatively, the Central Government has so far released Rs. 900 crore to the State for this purpose.

These additional resources from the Central Government would enable the State to devise and implement schemes best suited for mitigation of backwardness and alleviation of poverty. The developmental activities would improve the physical and social infrastructure bringing these districts at par with the more developed districts of the state.

India on the cusp of a leap towards higher growth trajectory, says President


The President of India, Shri Pranab Mukherjee addressed the Centenary Year Celebrations of the Federation of Telangana and Andhra Pradesh Chambers of Commerce and Industry (FTAPCCI) today (December 23, 2016) in Hyderabad.

Speaking on the occasion, the President said India is on the cusp of a leap towards a higher economic growth trajectory. A decade after the 2008 global economic crisis, major economies of the world are still limping. But, the Indian economy is growing fast. He expressed confidence that if we work hard and collectively, we can ensure a rightful place for our country in the comity of nations. The President at the same time stressed the need to address problems of basic human requirements that include health, education, employment and food to realise India’s demographic advantage.

Underlining that political freedom achieved after the over throw of colonial forces was an opportunity to achieve social and economic freedom for the masses in India, the President pointed out that during the last three consecutive years the annual income of India exceeded that of Great Britain. Indian investments were also the highest in United Kingdom and provided the largest employment in that country.

The President called upon the industrialists present and the Corporate Sector of the country to come forward and take pro-active part in the various programmes initiated by the Government of India such as Digital India, Clean India, Make in India, Start up India etc. He expressed the hope that these programmes would help the country continue to progress in the growth trajectory of the past 15 years. He highlighted the fact that the nation’s growth rate in the last decade and half had not only been high but the country was also shielded from the worst effects of the global economic crisis of 2008.

The Prime Minister, Shri Narendra Modi, has greeted the people of Telangana, on the Statehood Day. The Prime Minister also extended his wishes to the people of Andhra Pradesh.

My good wishes to the dynamic people of Andhra Pradesh. May AP touch new heights of development and continue to contribute to India's growth", the Prime Minister said.
