Give me one empire that ruled from today's Pakistan at least half of the subcontinent. Most of them shifted their empires to east knowing the vulnerability even the Kushans moved to Mathura which maybe the only significant empire that managed to rule from todays Pakistan. The Sikh empire couldn't even make it down to Rajputanas.
The rest are small kings who ruled over and tossed over without making much fuss.

You said Mughals, after Humayuns startling defeat at the hands of Sher shah suri who escaped to today's Pakistan.
Humayun came from his Capital in Delhi. Akabar again with Capital Delhi. Look for maps, when Akbar consolidated power he made Delhi his Capital, not Punjab. Later when Aurangzeb became the emperor he moved further away to Calcutta.

This obsession of Mughals and Sultanates over Delhi (as Capital) later prompted the Brits to make it their capital of British India. Because geographically it provided a safe location from outside invasions.
