Japan has a weak government. It has little control on its people. The people themselves take care of the virus situation. If there are a few benefits to a strong central government, that is one. But a negative is people like Liu Xiaobo getting locked up and dying in prison all for just writing books.

Russia is a militarily strong country but Japan still seeks to resolve it by diplomacy. Japan's defense posture has its primary attention towards the southwest.

Russia had constitutional amendment last year forbids giving land to another country. Be it South Kurils or anywhere else, so the only way Japan can take it back is by war. Japan is building many new warships in preparation for war with Russia.
