As our adversary is buying that Multi billion S-400 which is no doubt the best out there, but not cost effective and without TOT,

So here's a solution which can be implemented indigenously

A rail gun is basically a large electric circuit, made up of three parts: a power source, a pair of parallel rails and a moving armature.
But amazingly without any fuel or gunpowder it can fire a projectile with the speed of Mach 7 for upto 100 miles.
Enough to defend military bases and also for border security. Same gun can be used in Corvette class ships.
I am positive that we are working on even better solution than this.

to operate railgun huge elecrtric power is needed which is challenging it will be future weapon but for time being we should acquire ABM system

1) will it be offroad/road mobile
2) its in development stage in usa so
how are we going to acquire it in next few years.

china is working on 3 projects of railguns.

Yes ABM is necessary,
But Electricity issue shouldn't be a problem in this decade as Russia successfully deployed their drone submarine powered by miniature size Nuclear reactor.
Bill gates is also looking for a place where he can experiment on miniature size Nuclear reactor but struggling with strict laws of US, as a founding IAEA member Pakistan have a win win situation but pulling this off is totally depends on our establishment, bc after that private Electricity generation companies run by former or rtd bureaucrats will have no excuse to provide Electricity on such higher cost.

1. S-400 is far from being the best out there, but numerous countries see value in its procurement for different reasons. It is psychologically potent to the potential adversary to say the least.

2. Railguns are exceedingly difficult to develop and master at present.

Pakistan's best course of action is to fix its economic situation, and forge constructive relations with numerous countries around the world. In this way, Pakistan will be in the position to receive lot of offers and options from foreign elements. And of-course, costly domestic experiments would be viable as well.

I must say that we have to work for lethal laser technology with unbeatable tracking technology.:-)

Here is the real game changer - LASER Weapon Systems

Indeed, new tech is already driving the laser weapon revolution. Older laser technology, including COIL (chemical oxygen-iodine) chemical-based laser weapons, could drive megawatt-class beams, but they were large, cumbersome, and relied upon potentially dangerous chemicals to work. Newer liquid, solid state and semiconductor lasers are small enough that engineers are confident they will eventually find a home on aircraft.

Once airborne, lasers will equip a variety of planes. The obvious and most sci-fi application is an air-to-air laser weapon. It's probably and lasers will replace internal guns on fighter jets one day, and depending on the limits of their power output, they could also replace short-range missiles.

Lasers could go after ground targets, too, particularly combustible ones such as the fuel tanks of ballistic missiles and enemy fuel dumps. U.S. Special Operations anticipates placing lasers on AC-130 gunships to augment their current arsenals of heavy machine guns and light cannons.

Laser weapons will become defensive tools for aircraft such as aerial refueling tankers, AWACS airborne early warning and control aircraft, cargo aircraft, and bombers. A laser could shoot down (or at least blind) incoming air to air missiles, increasing survivability in conflicts with countries like Russia or China. China in particular is known to be developing the PL-XX very long range air-to-air missile designed to go after U.S. support aircraft such as the E-3 AWACs and KC-46A Pegasus tanker.
