Have the US and EU stopped arresting terrorists in their respective nations? No.

The need for the State to be vigilant and continue operations against terrorists and terrorism will not end. What can and should change is the transfer of responsibility for these operations to traditional civilian law enforcement agencies instead of the military and para-military.
