There will be delays & cost overruns in most military projects anywhere in the world, but those who are persistent in their efforts will be successful. This only applies to countries that do proper R&D.

If you want examples, here is one. This is the Indian Doppler Radar (INDRA) which was inducted in the late 1990s . The initial units acquired by the IA & IAF had several problems which took some time to sort out.

Indian Ballistic missiles, Sonars, radars & Warships you see today are the end result of decades of R&D, and are comparable to the best in the world. Soon our artillery/ small arms/ tanks will also be good enough.

Anyway, they're inferior compared to what? Your ex-USCGS cutters ?

Patents filed at USPTO extend only throughout territory of USA. Same with India's Controller General of Patents, Designs & Trademarks.

Patents laws are always terrorial, and they only provide protection in the country where they are registered.
