Afghans Face Growing Violence In India, Minister’s Son Beaten

An office an Afghan software company has been burned in Chennai. Fifty-nine Afghan students including two girls escape from an Indian university and seek refuge in New Delhi after threats to their lives from ordinary Indians. Last week, two Afghan students were seriously beaten and five injured, including the son of an Afghan minister. Afghan embassy in India has asked India police to ensure security of Afghan citizens.

CUTTACK, India—It appears as if India has adopted the same policy that ordinary Australians use against Indian immigrants: beat them when you see them to force them to leave.

Violence against ordinary Afghans is growing fast across India for similar reasons. In a latest incident, at least 59 Afghan students of Ravenshaw University in Cuttack escaped from their university dorms for safety reasons. The group includes two Afghan girls. They did not feel safe even after Indian police protection was assigned to them.

The Afghan students decided to leave the university following a group clash inside the campus on January 13. Two Afghan students suffered serious injuries while five others, including the son of a minister in Hamid Karzai’s government, were left with minor injuries during the clash.

Although the commissioner of police had assured two Afghan embassy officials who had come to Cuttack on January 14 that adequate security would be provided, the Afghan students were not satisfied with police arrangement.

At least 78 foreign students, 69 of them from Afghanistan, were studying in Cuttack under culture exchange program of Indian Council for Cultural Relations (ICCR).

The Indian university tried to play down the threat, claiming the students left for New Delhi to meet Afghan diplomats.

“We will take all measures to bring back the Afghan students who joined the university in 2009 as they have only six months left to complete their respective courses”, said Registrar Samarpriya Mishra.

Two officials of Afghanistan’s embassy in New Delhi arrived here on Friday last and held discussions with the students and authorities on security. The issue has assumed importance as one of the Afghani students assaulted in latest incident is the son of Minister of Water Resources in Kabul.

The Central Government is also sending a two-member team – a Joint Secretary in the Ministry of External Affairs and a high-level official of the ICCR – to probe the incident. Meanwhile, police have shifted around 68 foreign students from their private mess and hostels to safer accommodations.

Two Afghan girl students were moved to the women’s hostel on the campus and the rest of the Afghan students were lodged in safe places as there was a threat to their lives. A report has been submitted by the university to the police. The commissioner police is registering cases and action would be taken, Commissioner B K Sharma said. The two-member Embassy team met university authorities and DCP, Cuttack A N Sinha and discussed issues related to safety and security of the students, who are pursuing their studies here.

They also visited the Afghani students who were beaten up by their local counterparts inside the campus on Thursday and enquired about the incident. University Registrar Smarapriya Mishra said the Embassy officials were apprised of the incident. All steps were being taken to prevent any such incident in future, she added. The Commissionerate police has also been requested to provide security on the campus as the semester exams are underway and the foreign students are appearing for the tests, she said. DCP Sinha assured the officials of providing all assistance to the students. Security has been provided at places where the foreign students are residing. The embassy officials expressed satisfaction on the steps taken by the police. The issue continued to generate heat as media persons, who were also beaten up by the students, staged a sit-in at Malgodown police station demanding arrest of the culprits. Five scribes and photojournalists had been assaulted by the agitating students and had their cameras snatched while covering the rage on the campus. They had filed five FIRs at Malgodown police station. The sit-in was called off after DCP Sinha assured them that all those involved in the incident will be arrested.

The incidents of violence against Afghan students and businessmen in India have become a routine feature. Last month four Afghan students were brutally thrashed in Bangalore. An office of an Afghan software company in Chennai was burned and its Afghan owner was rushed to hospital with very serious burn injuries. In other incidents Afghan drivers and other workers were reported tortured in Haryana, Mumbai and a few other places.

NEW DELHI, India—This story reveals not only how an Indian Army major deceived an unsuspecting Afghan girl, but it also reveals how India is covertly expanding its military presence in Afghanistan under the guise of development work, with American blessings, hurting the legitimate interests of Afghanistan and Pakistan.

Major Chandrasekhar Pant was working at an Indian-funded civilian hospital in Kabul when he met an 18-year-old Afghan interpreter employed by the hospital management. Pant had an Indian wife and two children back in India but he lied to Sabera Ahmedzai that he was single. He met her parents and claimed to have converted to Islam to marry the girl, which he did. But three weeks later he left Afghanistan without informing his young wife.

It turned out he was redeployed by the Indian Army from Kabul to the border with China, adjoining the Chinese province of Tibet. He never contacted Sabera again.

In short, the Indian major entered into a fake marriage and lied about changing his religion just to have sex with the Afghan girl, who was 18 at the time.



But what Maj. Pant never expected is that the Afghan woman he deceived would reach New Delhi and take her case to Indian courts and to the Indian military.

“People in my country taunt me that I have been deceived by a doctor. He married me and went away. The local boys tease they don’t mind marrying me for 20 days,” Sabera told India’s IBN television.

Sabera Ahmedzai was born and brought up in Pakistan. When she finally managed to reach New Delhi and set out to find Major Pant, she discovered the Indian was not only married he also had two children. Not only this, Pant refused to recognize her as his wife and offered money and asked her to leave.

But instead she filed a petition in the Delhi high Court, asking Major Pant be tried under civilian and military rules and demanding compensation for destroying her life.

“When Sabera came to India on her own, she was surprised to find that Major Pant was already married and he refused to recognize her. Now a days, he is posted at 69th Mount Brigade Pithoragarh, Uttarakhand,” she says in her petition filed through an Indian lawyer, according to accounts in the Indian media.

The case has put Major Pant in a fix. He not only faces the charges brought by Ms. Ahmedzai, he also faces Indian Army’s own charges, including the serious offense of converting to another religion on a foreign soil while serving in the military without receiving a written permission.

The Delhi high court on Friday, 21 January, sought a response from the Indian government on Ms. Ahmedzai’s plea seeking sanction to prosecute for the alleged offence of bigamy by an Indian Army doctor who married her during his stay in Kabul and deserted her after coming back.

“Issue notice to the Centre (through Defense Secretary),” Justice S N Dhingra said and fixed the matter for March 8 for hearing on the plea of Sabera Ahmedzai, a resident of Kabul.

IBNLive has quoted sources at the Indian Army Medical Corps as saying, “Army Court of inquiry has found a prima facie case against Major Chandrasekhar Pant. A summary of evidence was conducted and the report has been submitted to the Central Army Commander. He is likely to be charged on two counts — bigamy and changing his religion without taking prior permission.”

“God will punish him for the wrong he has done to my life,” Sabera says. She is receiving help from Indian Muslims and from Kashmiris in the Indian capital.

The case is deeply embarrassing for the Indian army. Before relinquishing charge, former army chief general Deepak Kapoor told reporters Major Pant will be punished if found guilty.

The Indian army is also worried about its track record. Indian soldiers have been convicted of committing massive rapes across Indian occupied Kashmir. They are also at the top of a UN list for raping underage girls during peacekeeping missions in Africa. The cases are documented by Amnesty International, Human Rights Watch, and Indian rights groups. The last thing Indian army needs is a new record of wrongdoings committed by Indian soldiers in Afghanistan.

The case also draws attention to Indian military presence in Afghanistan. India is not part of the international military force in Afghanistan called ISAF. India is also not one of Afghanistan’s immediate neighbors. And yet it has the largest number of diplomats and diplomatic outposts in Afghanistan after the United States. Pakistan accuses India of using these diplomatic missions for espionage against China and Pakistan. The two nations share the longest border with Afghanistan of any country.

India has claimed its presence in Afghanistan is humanitarian. But it is interesting to note the Indian government chooses Indian military officers to work at Indian development projects in Afghanistan. It’s a disguised military presence at its best.

It was due to some miscommunication which resulted in a attack on two Afghan students by few rowdy student who were already angry with admin of Ravenshaw University Cuttack, and were trying in put a blockade of University office.The two afghan students suffered minor injuries when they into an argument leading to a clash with local students over entry to the office .Nothing racial as wrongly suggested in the above article.

“The students and the faculty have expressed joy at the development,” said vice-chancellor Devdas Chhotray. “Many of our friends in the city were upset when they left. Now they are all happy that the students’ faith in Cuttack has been restored.”

Adequate steps would be taken to redress the Afghan students’ grievances and ensure their security when they return, he added.

The Afghan students had left for Delhi on January 18, five days after a hostel fracas. Three Afghan students, however, stayed back.

On January 13, a group of local students had locked the university’s main gate during a protest against alleged irregularities in their hostel. Some Afghan students, who wanted to go out, asked for the gate to be unlocked. This led to an argument and a scuffle, and three students were injured.

Orissa higher education minister Debi Prasad Mishra recently visited Delhi to speak to the Afghan students, their embassy officials and the Indian Council for Cultural Relations, which had facilitated the Afghan students’ study here. He promised full security for the 59 students if they returned to Orissa.

Registrar Mishra said efforts were on to find suitable accommodation for the students in Bhubaneswar, 30km from Cuttack. “Steps will also be taken for their transportation needs.”

Sources said arrangements were being made for coaching classes and tests for the Afghan students, who could not sit for their semester exams.

“We had come here looking for quality education and though what happened a few days ago was unfortunate, we are happy that we will now be able to complete our courses,” said Tariq Piroz, an Afghan student who had stayed back.

Cuttack, Jan. 20: Cuttack residents have offered security to foreign students at Ravenshaw University, saying it was shocking 59 Afghan students had to leave because of violence on campus.

“It is shameful the way the foreign students left Ravenshaw University. While leaving, the students said they loved Cuttack and its people. They had to leave because of the inefficiency of the police,” said writer and prominent Cuttack citizen Annada Prasad Ray. The Cuttack Banchao Committee, a citizens’ body, is ready to ensure the security of the students, he said.

The students had left for Delhi on Tuesday after a clash with local students on January 13.

“Not just foreigners, even local students are not safe at Ravenshaw as the university and police have failed to ensure their security,” said Chhitaranjan Mohanty, a former president of the Ravenshaw Students’ Union.

Vice-chancellor Devdas Chhotray today sought the high court’s intervention “to solve the problems faced by the university.”

Yesterday, higher education minister Debi Prasad Mishra met the 59 Afghan students at the Indian Council for Cultural Relations (ICCR) head office in New Delhi and promised them full protection. Afghanistan ambassador Nangualai Tarzi and ICCR director-general Suresh K. Goel were present.

Mishra also said special coaching classes would be arranged for the students and they would also be granted hostel accommodation.

Tarzi expressed satisfaction with the steps taken. But the students have sought time to respond. Zabih Ghiasy, a representative of the students, said: “We may go back or take admission in one of the colleges in Delhi itself.”

no girl was hurt,only two boys were hurt.after that entire 59 student(including 2 girls) left for afgan embassy in delhi..

my home is just 2 km away from the ravenshaw university...
of couse this is an unfortunate incident.it did not happen due to any racial attack,there was tension prior to that incident in ravenshaw university & it was due to the hostel issues.

You love jumping into conclusions without knowing the full thing don't you.It's even funny when u shamelessly try to give a religious flavour to the issue.

The Afghans were hurt as they wanted to leave the campus .But since the gates were closed as a show of protest no students whether Afghan or Indian were allowed to leave.There was a small scuffle thereafter.Read the articles posted above.

Yesterday two guys in my college got slapped during a basketball match.Those who hit and those who were beaten were all Hindus. It had nothing to do with religion or politics etc . But i am sure you would have found a reason and added a religious angle to it to antagonize Indians here.

as i said there was constant tension in university for about 1 month due to hostel & other issues.afgan students are not involved in that issues,they are just the victims in that agitation.some student who are demonstrating in that day before the gate of university had clashed with them when they try to enter in to college.there was a little war of words between them.because of this 2 are hurt in that small clash & it was just minor incident..

This is ridiculous, I'm staying in chennai,,i haven't heard of S/W company burned,,or Afghan Civilians are treated badly, can u post any INDIAN news reporting it??Otherwise it'll be another story being staged against INDIANS..
