Afghanistan refuses Maulvi Faqir extradition to Pakistan

Pakistan has already freed dozens of Afghan Talibans on Mayor of Kabul's request. Afghan already knew his whereabouts, they arrested him just to secure him. Anyway there is no point in bringing him back, as our courts will let him go free. "Ba-Izzat Barii"
 
Good point. Since Pakistan won't even go into north waziristan let alone capture jalaluddin, the afghans may have decided to wait till he surrenders.

We are talking about prisoner extradition here , coz we already released a lot of them on the request of the Mayor of Kabul , not any sort of operation in any areas since even we can ask for many terrorist leaders who have taken refuge in Afghanistan :azn: ... Actually the Afghans are dealing with a soft Pakistan at the moment , otherwise they can be made to decide for a lot of things lets say food for starters ...
 
ISLAMABAD: Interior Minister Rehman Malik on Saturday said Pakistan would soon be contacting the Interpol for the handing over of Maulvi Faqir Mohammad, a senior commander of the Tehrik-i-Taliban Pakistan (TTP) recently captured in Afghanistan, DawnNews reported.

The Taliban commander was captured on Monday by Afghan intelligence personnel in a border area and the Foreign Office had on Thursday asked the Afghan government to hand him over to Pakistan.

On the issue of dialogue with the TTP, Malik said the Pakistani Taliban had been speaking of holding talks with the government but did not appear serious on the matter.

The minister advised the TTP to adopt the path of peace and to constitute a team which could be delegated the task of holding a dialogue with the government.

Malik moreover said that the armed forces and intelligence agencies were doing an outstanding job and requested political leaders to refrain from suggesting intelligence failures in the wake of terrorist attacks.

He said the principal target of the insurgents was Islamabad and added that the government would act with full force against those involved in terrorist activities in Balochistan.

Maulvi Faqir’s arrest becomes mysterious

Arrest of a key Al-Qaeda operative and TTP's former second-in-command Maulvi Faqir Mohammad by Afghan forces on February 21 has turned out to be a mystery, sources said on Monday.

"He is not among those Pakistanis captured in Afghanistan,” credible Afghan diplomatic sources in Pakistan told The Nation, adding that investigation continues to establish identity of these individuals. On the other hand, a senior Afghan intelligence official with the name Abdullah had confirmed the capture of five Pakistanis including Maulvi Faqir Mohammad.

"Maulvi Faqir and his four accomplices who had entered Nangarhar from Bajaur Agency were apprehended near Basawal on Torkham Road near the border of Khyber Agency's Tirah Valley," the intelligence official told a foreign newswire on the same day.

"They were traveling in a vehicle when (we) intercepted near Basawal village of Nangarhar," he added.

"Yes I can confirm their names as they had told us. Maulvi Faqir, Shahid Umar, Maulana Hakeemullah Bajauri, Mualana Turabi and Fateh are the people who have been arrested," he replied when asked about the identity of the arrested people.

This development prompted Pakistan's Foreign Minister Hina Rabbani Khar who immediately talked to her Afghan counterpart and sought custody of Maulvi Faqir and his associates apprehended by Afghan security forces.

In his weekly press briefing, foreign ministry spokesperson Moazzam Khan told reporters that Foreign Minister Hina Rabbani Khar was informed of Faqir's capture by her Afghan counterpart Zalmai Rassoul in a telephonic conversation late on Wednesday.

"We hope that he (Faqir) would be handed over to Pakistan as soon as possible because he has the blood of many innocent Pakistanis on his hands," Khan said at the briefing.

Maulvi Faqir was the deputy amir (second-in-command) of the Tehrik-i-Taliban Pakistan (TTP) and the Taliban chief in Bajaur Agency, but was later removed from his position in March 2012 on suspicions of entering into a peace deal with the Pakistani government.

Faqir Muhammad, who hails from Chopatra Village of Bajaur Agency, was first part of the Tehreek-i-Nifaz-i-Shariat-i-Muhammadi, and later the deputy chief of TTP until March 2012 when he announced himself as the TTP chief after the death of Baitullah Mehsud. Faqir had also publicly accepted his ties with al-Qaeda network and had been accused of a number of cross-border attacks in Bajaur Agency and the settled Lower and Upper Dir district.

Pakistan should have dealt with Faqir Mohammed itself as it should have dealt with Fazlullah and many other commanders. Even the recent operation in Mamozai (in Tirah valley) failed to get Gul Zaman and Toofan commanders of that area. It is not surprising that Afghanistan refused to hand Faqir over.

We have failed to get a single commander in this war and this reveals a level of incompetance unseen before as was shown in the Bin Laden raid as well. Afghanistan's track record in this war is much better. @Sher Malang would probably be dancing with his girlfriend considering how successful these guys have been and how ANA is turning out. Not long before they cross the border to push for Pashtunistan.

There was a news caption somewhere that he was in favour stopping attacks in Pakistan and thats why he was pushed aside by the TTP and not very surprisingly now he is in the hands of US/NATO backed afghan government.

The day Mullah FM Fazlaullah annouces the same , he too will be put behind bars by the US/NATO propped Karzai led afghan malitia , since he is under their protection
Pakdefender, so your brief analysis was based on “news caption”, not a smart idea.
Although you are right, a year ago (March 2012) Faqir was demoted/sidelined, but,(what you missed big-time) on February 2013 he rejoined TTP again, and hence your analysis falls flat.

In a disturbing development for the Pakistani security establishment, the fugitive ameer of the Tehrik-e-Taliban Pakistan (TTP) Commander Hakimullah Mehsud has finally resolved his differences with an important Taliban commander, Maulvi Faqir Mohammad who was sacked by him as the deputy TTP ameer in March 2012, ostensibly for holding peace talks with the Pakistan government.

The fugitive ameer of the Swat chapter of the TTP, Mullah Fazlullah, who now operates from Afghanistan, is believed to have played a key role in the reunion of the two TTP leaders.

Faqir’s hasty removal was regarded as the beginning of a major split within the ranks of the Taliban, amidst reports that the aggrieved commander might launch his own faction of the TTP. But Hakimullah’s wily move to resolve his differences with Faqir, with the help of Mullah Fazlullah, shows that the deadly jehadi conglomerate is still capable of managing internal conflicts and reconciling them.

Militant circles have confirmed that Faqir Mohammed has formally returned to the TTP folds after almost a year, as a result of the efforts made by Hakimullah. Faqir, who is considered close to al-Qaeda ameer Dr Ayman al Zawahiri, has appeared in a videotape with Maulvi Abu Bakar, the new ameer of the TTP in Bajaur Agency, along with four other commanders - Sheikh Osama, Maulana Abdullah, Brother Ahmad and Qari Zahid.

Produced by the Taliban’s Umar Studio, the videotape was released on January 22 on the Jamia Hafsa Urdu Forum, which is a pro-al-Qaeda and pro-Taliban website. The video begins with an interviewer asking Faqir if the differences among the militants in Bajaur have been resolved, and if Abu Bakar is the new leader of the TTP in the Bajaur Agency. Faqir responds, “Yes, there were differences among the militants of Bajaur. But they have been resolved after Hakimullah Mehsud and Mullah Fazlullah (Malala fame) sent a powerful and sovereign delegation to us.”

Faqir then confirmed that Abu Bakar is the new ameer of the Bajaur Agency after the death of Mullah Dadullah, who was killed in a US air strike in the Afghan province of Kunar in August 2012. Dadullah took over the command of the TTP in Bajaur after a long-running dispute with Maulvi Faqir led to the latter’s dismissal in March 2012.

Faqir Mohammad was accused by his boss - Hakimullah - of not fighting hard enough against the Pakistani security forces and negotiating a peace deal with the government without approval from the top leadership. Well-placed tribal sources in the tribal region say since Hakimullah had himself offered conditional ceasefire to the government only last month to pave the way for peace talks he was morally bound to mend fences with Faqir who had been sacked for initiating talks with the government without the consent of the TTP tops brass.

While Hakimullah had simply had rejected interior minister Rehman Malik’s November 2011 offer of peace talks Maulvi Faqir had taken an entirely opposite position, which led to rumours that the TTP leadership has declared a ceasefire with the government to pave the way for peace talks.

The Pakistan government’s offer of peace talks to the TTP was made in accordance with a resolution adopted jointly at an All Parties Conference (APC) on October 18, 2011, which endorsed talks with the Pakistani Taliban. The conference was presided over by the then Prime Minister Yusuf Raza Gilani and attended by all the key political parties. Reacting to the peace offer on October 3, 2011, without waiting for his ameer’s reaction to the offer, Faqir had welcomed the government’s initiative and set two preconditions for talks: one, the government should reconsider its ties with the US and, two, it should enforce Islamic Shariah in Pakistan.

On the other hand, Hakeemullah had vigorously rejected the same in a belated reaction on November 7, 2011, declaring that the war with the state of Pakistan will continue, as it was siding with the forces of the infidel. “We are all loyal soldiers of Mullah Omar. He is our leader, guide and ameer. The services and sacrifices made by Tehrik-e-Taliban for the Islamic Emirate of Afghanistan have been proven over time and our association with them will only continue to strengthen”, said Hakeemullah in a special message, following media reports that the TTP has declared a ceasefire with the government in support of peace talks.

The TTP spokesman Ehsanullah Ehsan had subsequently issued a statement: “The TTP Shura met with its central ameer Hakeemullah Mehsud in the chair. It felt that the organisation no more required the role of Maulvi Faqir Mohammad as deputy ameer. From today, he will be considered a common fighter and will no longer enjoy the status of TTP deputy ameer.” Faqir was removed despite his close association with Zawahiri who frequented Bajaur to meet his wife and children. However, the latest videotape showing Maulvi Faqir and Abu Bakar indicates that the TTP is far from defeated and no more rife with leadership disputes, as had been frequently claimed by interior minister Rehman Malik.
