I doubt it. It takes brains and lots of investment dollars to develop your mineral resources. Neither of which Afghanistan has. Even the oil riches of Saudi Arabia and other Gulf nations was first developed by the Americas...

Afghan children and Civilians bare dying now... They cannot wait for the Taliban or anyone else to come to their senses. .
