Pakistan does not lay claim to London or New York. Afghanistan claims Peshawar as its territory. Comparing the two situations is like comparing apples and oranges.

On top of that Pakistanis fly their flag abroad on important days for Pakistanis. Pakistanis wont be flying their flag on the 4th of July in front of Americans celebrating their national day. By flying his flag on 14th august, this Afghanistanis intent is clear as daylight.
