I smell IRGC's job here.
They've this old habit of modernising the Militias and training them into effectively Disciplined Commando Units.

Non Custom Paid Toyotas are available if you've money. The equipment can be Chinese and Russian.

However, IRGC obviously can't train them without allying with ISI.
