No they don't contribute to Pakistan, they take advantage of it. Plus they tend to be anti-Pakistan, all of them. Their government instead of doing something good has been brainwashing them for decades against Pakistan.

I have been saying this for a long time. ISI needs to create Death Squads and hunt down enemies of Pakistan. They could just give cover of ISIS or some other group attack.
