Well it won't be the first time diplomats acting as spies. Americans pulled that stunt many times in pakistan. There are markets within diplomatic enclave so if he wanted to go somewhere else then he should have followed protocols.

Yes they need to inform about where they are going and if they are leaving islamabad they need clearance first from interior ministry. It is for their own safety and that of others. It is very old new so you can google it if you want to find links.
