Not true. He actually got 44% of the votes and won the elections majorly:

I know how he rose to power. You can't deny that he wasn't popular among the German people.

True or not true,before that election there were TWO more where he only had 35%.
November 1932 his votes were 33,1%
Hindenburg gave him 3 posts,the most important one beeing the Interior/Home Affairs ministry.
After he had the power of the police,he changed evrything and got the 44% votes.
