The Asian Development Bank (ADB) has agreed to provide a $6-billion loan to Pakistan to fund the construction of the Diamer-Bhasha dam, a project that is expected to add 4,500 megawatts of electricity to the national grid in addition to significantly enhancing the country’s water storage capacity.

“The ADB has indicated that they are willing to lend $6 billion for the dam and the finance ministry will now negotiate terms and conditions,” said sources familiar with the matter, adding that the Manila-based lender may seek a commitment from Islamabad to impose a tax on the water if it is used for irrigation, prior to release of funds for the dam.

In preliminary negotiations for the loan, the ADB had indicated that it felt that the current tax on irrigation water, known as the abiana, was too low and, in effect, an indirect subsidy to farmers since they were not paying for the full costs of the irrigation infrastructure.

“The demand by the ADB [for an irrigation tax] may come up again during final negotiations for the loan with Pakistani authorities,” said sources.

The ADB had also been very concerned about the possibility of the project becoming mired in political controversy and had sought firm commitments from the government in ensuring that they were able to seek consensus from across the political spectrum and across all federating units.

The ADB had feared that the Diamer-Bhasha dam might become another Kalabagh, a project that, despite all technical feasibility studies remains far too controversial to materialise.

The government was able to achieve these conditions by securing a resolution from the National Assembly that approved the project, in addition to seeking unanimous consent of the Council on Common Interests (CCI), the body that governs all matters between the federation and the provinces.

Another condition placed by the ADB was that Islamabad secure funding from other sources as well. Pakistan was able to get the US to agree to give $500 million in aid towards the project, though the government had initially requested $1 billion. Washington’s assent paved the way for the ADB to grant its approval.

Pakistan may also seek additional funding from the Islamic Development Bank (IDB) to finance the $12.5-billion project. “The ADB, the US government and the IDB may form a consortium to provide a loan to Pakistan for the Diamer-Bhasha dam,” said sources familiar with the matter.
When the dam was first proposed, it was projected to cost $4 billion. By 2005, the projected cost had risen to $8.5 billion before rising to $12.5 billion in 2011, owing mainly to inflation and depreciation in the value of the rupee. The cost may rise further, since the dam is projected to be completed by 2021, compared to an earlier target of 2018.

However, the economic benefit from the dam has been calculated at $113 billion over the life of the project, most of it through power generation but also through irrigation.

It has been learnt that federal government has been facing difficulties to start work on construction of dam after the World Bank’s refusal to provide loans for the construction of dam on objections raised by India, therefore the government has been chalking out strategies in this connection. New Delhi has said that Gilgit Baltistan was a disputed area. The Asian Development Bank said that it would provide funds but has put up conditions.

ISLAMABAD: The Council of Common Interests (CCI) has unanimously approved the construction of Diamer-Bhasha Dam at CCIs meeting headed by Prime Minister Syed Yusuf Raza Gilani in Islamabad on Sunday.

After the approval of the project by CCI, the release of funds for the project from Asian Development Bank (ADB) would be possible. The meeting of CCI reviewed several matters related to construction of Diamer-Bhasha Dam.

The Prime Minister has urged the adoption of urgent steps to control on-going energy crisis in the country as well as to generate cheap electricity and termed Diamer-Bhasha Dam , a milestone in this regard. The CCI which met under the chairmanship of Prime Minister passed a resolution approving the construction of Diamer-Bhasha Dam. The resolution reflects national consensus, said the Prime Minister, and would send a positive signal for the future progress and prosperity of the country. The CCI was apprised that the Diamer-Bhasha Dam, on completion in 2019, would have the water storage capacity of 6.4 MAF and would produce 4500 MW of electricity. It was also mentioned that the Dam would pay back its cost within eight years after its completion.

project is located on Indus River, about 315 km upstream of Tarbela Dam, 165 km downstream of the Northern Area capital Gilgit and 40 km downstream of Chilas. The proposed dam would have a maximum height of 270 m, and impound a reservoir of about 7,500,000 acre feet (9.25×109 m3), with live storage of more than 6,400,000 acre feet (7.89×109 m3). Mean annual discharge of Indus River at the site is 50,000,000 acre feet (6.2×1010 m3). Thus the dam will impound 15% of the annual river flow. The dam project would cover an area of 110 km2 and extend 100 km upstream of the damsite up to Raikot Bridge on Karakoram Highway (KKH).

Benefits:

1= Availability of about 6,400,000 acre feet (7.89×109 m3) annual surface face water storage for supplementing irrigation supplies during low flow periods
2= Harnessing of renewable source of clean and cheap energy through installed capacity of 4500 MW
3= Reduction of dependence on thermal power, thus saving foreign exchange
4= Employment opportunity, particularly to the locals, during the construction and operation
5=Creation of massive infrastructure leading to overall socio-economic uplift of the area and standard of living of people.

Elections are coming, Zardari busy in getting loans in the name of Pakistan & transfer that money to his swiss accounts, because he knows he will be kicked out in 2013.:angry:

MILITARY OR COURT MUST KEEP EAGLE'S EYE ON HIM, MAKE SURE THE MONEY IS SPEND FOR THE RIGHT PURPOSE(i.e the dam).
 
Thanks to new laws no Pakistanis living overseas can vote so that excludes all the educated smart ones
