DUBAI, United Arab Emirates (AP) — Abu Dhabi, the conservative capital of the United Arab Emirates, is eliminating its licensing system for alcohol purchases for drinkers after Dubai repeatedly loosened its own rules to boost sales and tourism amid the ongoing coronavirus pandemic. The emirate's Department of Culture and Tourism announced the new rules in a circular dated last week to distributors and liquor stores, but otherwise did not publicize the decision. Government officials did not respond to requests for comment Monday from The Associated Press.

Previously, individuals had needed a license to purchase, transport or have alcohol in their homes. But the new rules appear to only set an age limit of 21 and require drinkers to consume the beverages inside private homes or other licensed areas like bars. That would allow Muslims who had been barred from obtaining licenses to be able to purchase from retailers.

“We would like to announce the cancellation of alcohol licenses for individuals,” the circular said. “Residents and tourists will be permitted to buy and possess alcohol from licensed retail shops, and are allowed to drink within tourism and hotel establishments, clubs and independent outlets.”

Abu Dhabi, like Dubai, has bars at hotels and other locations that serve customers without checking for licenses or asking about a person's religion. But the oil-rich capital home to the Sheikh Zayed Grand Mosque long has been more conservative than the entrepot of Dubai, whose vast array of bars, lounges and nightclubs offer imbibers a moment for a quiet beer or a shouting, bass-thumping party complete with sparkler-laden Champagne bottles.

Eliminating the licenses also would decriminalize alcohol possession, although the Emirates maintains a strict no-tolerance policy on drunk driving and public intoxication.

Alcohol sales go on in six of the UAE's seven sheikhdoms, while Sharjah remains dry like the neighboring nations of Iran, Kuwait and Saudi Arabia. These sales provide a major source of tax revenue for each emirate's ruling family, as well as reflect the confidence of the UAE's vast foreign workforce in their own finances and in turn, the economy. The UAE's economy already stood on shaky ground amid a global slump in oil prices and collapsing real-estate prices in Dubai.

Overall sales of alcohol by volume in the UAE fell sharply in 2019 to 128.79 million liters (34 million gallons), down some 3.5% from 133.42 million liters (35.2 million gallons) sold the year before, according to market research firm Euromonitor. The 2019 sales are down nearly 9% from 2017, which saw 141.51 million liters (37.3 million gallons) sold.

Amid the coronavirus pandemic, Dubai has further loosened its own liquor laws and allowed for home delivery of beer, wine and spirits. Dubai also simplified its licensing process, eliminating purchase restrictions and the ability of employers to block workers from obtaining a card. However, those living in Dubai are still required to obtain a license to purchase, transport or have alcohol in their homes — though many skirt the requirement by purchasing drinks in other emirates. The new alcohol rule also comes just after Abu Dhabi ordered hotels to offer Kosher food, a nod toward the UAE normalizing relations with Israel.

 
Sad state of affairs .
Muslim world specially the modern countries should be enlightening the Western world with real essence of Islam but instead they are catering for the white man.

Well not exactly. the Heaviest drinkers here are brown and from two nations i shall not name :P visit any police station and you will get what i mean ..

There are bad apples in every society but that minority seldom make any impact .
Countries like Dubai, Kuwait, Qatar, Abu Dhabi , KSA have enough sources to rule the world policies but instead they dance to others tune. Only hope Nationals of these countries some how wake up and revive the Arab Spring.

Well surely you don't expect your rulers who have playboy mansions in Beverly Hills to hold elections and practice democracy.

I do not care what they do behind closed doors. Its their personal space/life. God only knows what we normal pees do behind closed doors. Anyway, the rulers in the UAE are absolutely great ! you have to be fair in your judgement.

If you worked over-time a couple of weeks you will be after your boss for a raise or at least acknowledgement. It is only fair. Now after ALL our rulers have done for this land , its people , and the people who live in it. I give them a cold shoulder and dismiss everything ?

they are working day and night to help others , to build diplomatic relations with everyone. They are steering the country towards the best medical facilities , education, which is great news for my kids and generations to come and i am supposed to go "pffft whatever, they have this and that and do this and that in london" seriously ?

you can choose to not like their character , but be a fair judge of their work
 
In dubai... There is no permit required. 10s of time I Went to marina area bar with Indian & French friends..... No one asks...

PS I don't drink but 7up just to keep them company
 
Islam forbid us to drink...

But who says Islam forbid us to give job to non Muslims?

Wasn't Jews were working at time of pbuh era?

Brother my request to you as Muslim is that Islam forbids us -

  • to drink Alcohol drinks
  • to employ White people or invite them to your country
  • to recognize Yahoodi Israel
  • UAE is Islamic land where only Muslioms should be allowed to live and work.
