Land should be used in the most productive way that it can be.

If farming is the most productive, it should be used for farming.
If manufacturing is the most productive, it should be used for that. - or housing - or tourist resorts- it depends on where the land is.

If people prefer not to farm and they have alternative means to earn a living who is the government to force them to do agriculture?

It's not about forcing. Tell me what will happen if the entire village turns into a concrete jungle ? If there will be no agricultural lands then where will the food come from ?
