Someone said that military should take steps in solving this crisis. The main thing is army is to provide back up solutions for the civilian set up. It is mainly their (civilian govt.) duty to tackle problems and prove their abilities.

Rubbing generates electric charges and when 190 million people will rub their bodies with each other there will be huge amount of electricity. This method will not only generate electricity but will also create harmony and closeness among the people, which is also need of the hour. Above all this method is self sustained and cost free.
Some people may take undue advantage of this method, e.g. lesbians and gays may find fascination in it. They should be monitored on district level by the district committees and culprits should be given at least 30 days of imprisonment.
