‘Putting right man in right place is my policy’
* Musharraf says curricula will be revised and modernised
* Says Rs 22b allocated to education budge
* Economic turnaround made increase in education budget possible

LAHORE: President Pervez Musharraf said on Saturday that he had adopted the policy of putting the “right man in the right office” which had turned loss-incurring organisations into profitable ones. He also said that all educational curricula would be revised and modernised to compete with the world.

He told the first convocation of the University of Veterinary and Animal Sciences (UVAS) that only Rs 600 million was allocated for education in the budget five years ago, which the current government had increased to Rs 22 billion. He said the turnaround in Pakistan’s economy made increasing the education budget possible.

Musharraf said the government was focusing on primary, secondary and higher education as well as technical education. He said human resource was key to development and progress. “If education in Pakistan keeps improving, human resource will keep improving, which will result in overall national development,” he added. Universities need to continuously revise and update their curricula to keep up with the developed world, he said.

The president said corruption and nepotism had deteriorated Pakistani society and “we have to end such problems”. He said Pakistanis needed to be honest, committed, devoted and dedicated to progress in the world.

Musharraf also announced granting Rs 10 million for UVAS, saying he would also recommend the Higher Education Commission (HEC) allocate more funds to the university.

He praised the HEC’s role and progress UVAS had made. He also praised the support the Punjab governor and chief minister had given to education.

Earlier, the president gave away PhD degrees, medals and Tufail Muhammad cash awards to graduates with good grades. He also announced doubling the Tufail Muhammad cash award for position holders. Punjab Governor Lt Gen (r) Khalid Maqbool said the government was focussed on improving the standard of higher education. Maqbool, who is also the UVAS chancellor, said more than 3,000 people had enrolled in PhD programmes at Pakistani universities and 80 were doing their PhDs at UVAS.

UVAS Vice Chancellor Prof Dr Manzoor Ahmad highlighted the university’s academic and research activities and development projects.

He said 12 memorandums of understanding had been signed with national and international institutions including the Pakistan Army and Washington State University. He said the university had produced 371 doctors of veterinary medicine, 143 MSc (Honours) and three PhDs in various disciplines in three years. He said UVAS was a national university and admitted students from all over Pakistan including Azad Jammu and Kashmir and foreign countries.

Musharraf also inaugurated a World Trade Organisation (WTO) Laboratory at the university, which has been set up with the Punjab government’s help to test animal products and food for animals to meet export and import requirements of the WTO regime.

The Punjab governor, Chief Minister Chaudhry Pervaiz Elahi, Punjab Livestock Minister Makhdoom Haroon Sultan and several dignitaries were also present.
