Union Home Minister concludes 3-day visit to Sikkim

Shri Rajnath Singh lays Foundation Stone of SSB 36th battalion Gayzing HQs in Western District of Sikkim and makes aerial survey of three remote SSB posts

The Union Home Minister Shri Rajnath Singh today laid the foundation stone of Headquarters of Sashastra Seema Bal’s (SSB) 36th Batallion Gayzing in Western District of Sikkim. Addressing the officers and Jawans in Sainik Sammelen, Shri Rajnath Singh, expressed the hope that the construction of Gayzing Battalion HQs at an estimated cost of Rs.77.88 crore, comprising of Office complex, 213 residential quarters, barrack for Jawans and a hospital on a land measuring 62.466 acres, will be completed by NBCC within stipulated time of 18 months. He said that providing basic amenities to employees of Central Armed Police Forces is one of the top most priority of MHA.

The Home Minister also made an aerial survey of three SSB posts, - Uttarey, Kumukh and Bajrajadhara located at extreme heights and praised the work of SSB in extreme situations of country’s most adverse areas with full dedication. Later Shri Rajnath Singh participated in the Civic Action Programmes of SSB at village Pelling.

Shri Rajnath Singh congratulated DG, SSB, Smt. Archana Ramasundaram, upon her personal initiative, for giving an opportunity to 145 girls from remote and far flung areas, including 20 girls from Sikkim, for educational excursion to Delhi, Agra, Jaipur, Shimla etc.

Yesterday, the Union Home Minister chaired the review meeting of Chief Ministers of States bordering China, in Gangtok. The review meeting concerning infrastructure and other issues in Indo-China Border states was held for the first time. Issues concerning border infrastructure including border roads, Border Out Posts, critical infrastructure and coordination between the concerned States and ITBP were some of the main issues deliberated upon in the meeting.

During his three-day visit, the Home Minister visited Nathula Pass and addressed a Sainik Sabha at the ITBP Border Out Post (BOP) Sherathang near Nathu La. Shri Rajnath Singh also laid the foundation stone of various ITBP projects in Gangtok. Earlier on Friday, the Union Home Minister met the Sikkim Governor Shri Shriniwas Patil and held talks with the Chief Minister Shri Pawan Kumar Chamling.

Union Home Minister returned after concluding his three-day visit to Sikkim.

Press Statement issued by the NHAI

The National Highway Authority of India (NHAI) today denied as baseless and misleading reports in a section of the media that it was reluctant on going ahead with the CBI enquiry in the matter of alleged irregularities in land acquisition matters in Nagina – Kashipur, Kashipur – Sitarganj, Sitarganj – Tanakpur and Rudrapur - Kathgodam sections in the State of Uttarakhand.

The matter pertains to alleged change in land use under section 143 of the Zamindari Abolition Act by revenue authorities in the process of acquisition of land for NH projects.

The NHAI never objected to any enquiry or investigation by any agency at any point of time in the matter. NHAI only conveyed its stand to various authorities in the State Government to clarify the roles and responsibilities of officials of the State Government and NHAI in land acquisition matters.

The NHAI officials have no role to play in deciding the nature of land or the compensation amount to be paid for acquisition of land. The role of NHAI officials is limited to depositing the amount as may be decided by the competent revenue authorities or the Courts.

NHAI requested the State authorities to intervene in the matter only because dragging NHAI officers in such incidences is going to be counterproductive. This may not only lead to adverse impact on the process of land acquisition in Uttarakhand, but also affect our targets in other States too.

In the present situation, the NH projects in Uttarakhand have come to a complete halt. It is feared that such a situation may arise in other States also and the whole NHDP may get affected severely.

It is clarified that land for NH projects is acquired under the provisions of the National Highways Act, 1956 (NH Act). As per the recommendation of the State Government, the revenue officials of the State are duly appointed as Competent Authorities under section 3a of the NH Act. All the subsequent activities relating to preliminary notification u/s 3A, final notification u/s 3D as well as declaration of awards are within the domain of the Competent Authority under the Act. NHAI has a huge challenge to expedite projects, and acquisition of land is a major milestone in this process. Especially the matter of defining or changing the land use vests entirely with the State revenue authorities and NHAI has no role to play whatsoever. Generally, NHAI does not question the award announced by the Competent Authorities, as the revenue officials are the custodians of the revenue records and NHAI officials have no role to play in the acquisition process. This is also a fact that questioning the awards and going for arbitration delays the project which generally goes against the interest of the project.

Dhola-Sadiya: A Bridge of New Hope for the North East

Road connectivity in the North-East will see a major transformation when Prime Minister Shri Narendra Modi inaugurates the country’s longest river bridge –the Dhola- Sadiya Bridge in Assam tomorrow. This new, three lane, 9.15 kilometre bridge has been built over river Lohit, a tributary of the Brahmaputra, linking Dhola to Sadiya in Assam . The bridge will fill a huge connectivity gap that has existed in the region. Till now, the only means to cross the Brahmaputra at this location has been by ferry only in day-time and even this is not possible during floods. The last bridge over the Brahmaputra was the Kalia Bhomora Bridge at Tejpur. This will however change from tomorrow with the Dhola-Sadiya bridge ensuring 24X7 connectivity between upper Assam and Eastern part of Arunachal Pradesh.

The bridge will also reduce the distance from Rupai on NH- 37 in Assam to Meka/Roing on NH-52 in Arunachal Pradesh by 165 KM. The travel time between the two places will come down from the current six hours to just one hour – a total five hour reduction. This will result in saving of petrol and diesel worth Rs 10 Lakh per day.

The Dhola-Sadiya bridge promises to usher in prosperity in the North-East. It will provide efficient road connectivity to remote and backward areas which have poor road infrastructure. This bridge will also give a major boost to overall economic development of the areas north of Brahmaputra in upper Assam and Arunachal Pradesh. It will also cater to the strategic requirements of the country in the border areas of Arunachal Pradesh, besides facilitating numerous hydro power projects coming up in the state , as it is the most sought after route for various power project developers.

The total length of the Dhola-Sadiya Bridge project, including the approach roads on each side, is 28.50 km. The length of the bridge itself is 9.15 Km. It has been constructed on BOT Annuity basis at a total cost of Rs 2,056 crore, as part of the Arunachal Package of Roads and Highways under the Ministry’s SPECIAL ACCELERATED ROAD DEVELOPMENT PROGRAMME for NORTH EAST (SARDP-NE). The objective was to bring the people of Assam and Arunachal Pradesh closer to each other.

The Prime Minister, Shri Narendra Modi, inaugurated India's longest bridge - the 9.15 km long Dhola-Sadiya bridge over the River Brahmaputra, in Assam today. The bridge will ensure 24X7 connectivity between upper Assam and Eastern part of Arunachal Pradesh, marking a major transformation from the ferry-based, day-only connectivity that collapsed during floods. It will also reduce the distance and travel time between the two states. The distance between Rupai on NH- 37 in Assam to Meka/Roing on NH-52 in Arunachal Pradesh will be cut down by 165 KM. Addressing a public meeting at Dhola on the occasion, the Prime Minister said Dhola-Sadiya bridge opens the door for economic development in the North East on a big scale. He said the eastern and north-eastern parts of the country have the greatest potential for economic development, and this bridge is just one element of the Union Government's vision in this regard.

The Prime Minister further said that enhanced connectivity between the North-East and other parts of the country is a priority for the Union Government, and work has been greatly speeded up in this regard. He said that good connectivity in the North-East will also link the region with the economy of South-East Asia.

The Union Government has decided to name the Dhola-Sadiya bridge after the great musician, lyricist and poet, Bhupen Hazarika.

Also speaking on the occasion the Minister of Road Transport & Highways and Shipping Shri Nitin Gadkari said that highways and inland waterways projects worth about Rs 40,000 crores are currently being implemented in the North Eastern states, and there are plans to spend about Rs 1,50,000 crores on projects in these states in the next two years . He gave details about the major highways projects in the eight North Eastern states and said that a total of about 3,000 km of roads are currently being constructed in these states. He also elaborated upon the planned and ongoing work for development of the Brahmaputra River (National Waterways – 2) and Barak River (National Waterways-16). He said that developing road and inland waterways connectivity was a major priority with this government as this would greatly raise prosperity in the North Eastern region of the country and bring about development not only in these states but in the country as a whole.

The Prime Minister, Shri Narendra Modi, today inaugurated India's longest bridge - the 9.15 km long Dhola-Sadiya bridge, over the River Brahmaputra, in Assam.

This was his first engagement on the third anniversary of his swearing-in as Prime Minister.

The bridge will enhance connectivity and greatly reduce travel time between Assam and Arunachal Pradesh.

After unveiling a plaque to mark the inauguration, the Prime Minister travelled, and walked on the bridge for a few minutes.

Later, addressing a public meeting at Dhola, the Prime Minister said that the inauguration of the bridge marks the end of a long wait for the people of this area.

The Prime Minister said infrastructure is extremely important for development, and the effort of the Union Government is to fulfil the dreams and wishes of the people. He said this bridge enhances connectivity between Assam and Arunachal Pradesh, and opens the door for economic development, on a big scale.

He said the eastern and north-eastern parts of the country have the greatest potential for economic development, and this bridge is just one element of the Union Government's vision in this regard.

The Prime Minister said the bridge will bring about a positive change in the lives of the common people. He said the Union Government is placing great emphasis on the development of waterways as well.

Prime Minister Narendra Modi today inaugurated the country's longest bridge over the Lohit river in Assam on the third anniversary of his government and said the NDA dispensation was working to make the northeast region a trade hub for southeast Asia.

Dedicating to the nation the 9.15 km-long bridge, named after Dadasaheb Phalke awardee and legendary lyricist-singer Bhupen Hazarika who hailed from Sadiya, he said it will serve as the foundation for a new economic revolution and help India in its efforts to become a superpower.

Speaking on the Act East Policy, the prime minister said he wanted the northeast region to become a trade hub for southeast Asia by connecting the area for economic activity.

"For this, we are laying stress on development of infrastructure and making the northeast a tourism centre. Lakhs of tourists would also come to Kamakhya temple and improve the economy," he said.


"Stress in now being laid on what was never done earlier... Electricity, roads, rail infrastructure and optical fibre network in the northeast will connect every corner of the region with the country," Modi said.

"The bridge will not only save money, reduce travel time but comes as a foundation for the beginning of a new economic revolution. That is why the whole nation has its eyes on this bridge," he said.


"The reduction of distance by 165 km and cutting travel time by seven to eight hours will open new doors for economic development... The bridge will bring development to Assam and Arunachal Pradesh.

"For fulfilling India's dream of becoming a top economically developed nation, a superpower, the northeast region is the place to begin with," Modi said.


"If development is to be made permanent, then infrastructure is the first requirement. It is on the two tracks of physical infrastructure and social infrastructure that complete development is achieved," he said.


The prime minister said the government has been striving for long-lasting development by creating permanent infrastructure for fulfilling the nation's dreams.

Modi said the bridge would open new road for the high- quality ginger grown by farmers of the region and improve their economic condition.

If the farmers take up organic ginger farming, a global market would open up for them, he said.
Greeting the people here in Assamese, Modi asked them to switch on the torches of their mobiles to "show to the nation that you are celebrating the occasion".

Amidst cheers by the gathering, Modi said he considered himself fortunate to be here as Gujarat, where Dwarikanath is from, is his birthplace, and Sadiya, which was known as Kundil Nagar, was where Lord Krishna had come.

He recalled the role played by the former MLA Jagadish Bhuyan in the construction of the bridge as it was he who wrote to then prime minister Atal Bihari Vajpayee on May 29, 2003.

"The government changed in the middle and your dreams got paused. If work had continued then you would have had the bridge 10 years ago. In the last three years efforts started to complete Vajpayee's work," Modi said.

He said Assam Chief Minister Sarbanada Sonowal in the first one year of his government is trying to bring the state out of the condition it was in when he took over the reins.

Before the bridge was constructed people had to depend on ferry boats to cross the Lohit river.


"Now, the bridge will be open 365 days 24X7 for movement of traffic. We are giving stress on development of roads, bridges, rails, air and waterways which are environment- friendly and economical. New waterways will start from here," the prime minister said.

The bridge built at a cost of Rs 2,056 crore is 3.55 km longer than the Bandra-Worli Sea link. The length of the bridge, including viaducts, is 9.15 km with 7.3 km approach road from the Dhola side and 12.5 km from Sadia side.

The carriageway width is three lanes (10.5 metre).

With importance accorded to quick movement of military troops and artillery, the bridge has been designed to allow movement of tanks, official sources said.

The bridge is an engineering marvel and is capable of withstanding the weight of a 60 tonne battle tank, a release by Dalmia Cement, which supplied the construction material, said in Guwahati.

The company supplied 17,000 tonnes of cement for the bridge which connects Arunachal Pradesh and Assam, said a release from the cement company.

Steel Authority of India Limited (SAIL) was the largest and main supplier of steel for constructing the bridge.

It supplied around 90 per cent or around 30,000 tonnes of steel, including TMT bars for it, an official release said.

Independent analysts believe that the bridge will serve as a strategic war asset.

Nitin Gokhale, a security analyst, told Anadolu Agency, “The bridge is connecting Arunachal Pradesh, near the Chinese border, to the rest of the country. From a strategic point of view it allows India to send supplies to the army.”

“Besides, the army can travel faster using 60-ton battle tanks,” he said.

"This bridge, which is a strategic target for the enemy, can be destroyed using long range tactical missiles. This is despite tactical missiles not being so accurate for bridges. If the enemy uses an airstrike, then also this target is safely far away from their airfields, but they can use the air force…. This bridge, during war time, will be protected by air defense systems. Nowadays, air defense systems are automated so they can easily pick up enemy aircraft and destroy them," retired Major General Ravi Kumar Arora told Sputnik.

Using this bridge, India can swiftly move forces from the Panagarh military base in West Bengal. Panagarh will be the base station for the 90,000-strong Mountain Strike Corps that is being raised by Indian Army specifically with an eye to any conflict with China. The Mountain Strike Corps at Panagarh will deploy M777 howitzers.

"Even if the bridge is damaged, during war time we will have replacement material to bridge that damaged gap in a very swift manner. The enemy will require lots of resources to destroy this strategically important bridge," Arora added.

Dr. Jitendra Singh chairs 66th Plenary of North Eastern Council

NEC would strive to allocate more liberal grant of resources, says NEC Chairman

The Chairman, North Eastern Council (NEC) and Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 66th Plenary of North Eastern Council here today.

During the occasion, Dr. Jitendra Singh said that the Prime Minister Shri Narendra Modi had attended the last plenary meeting at Shillong in May, 2016 and set in motion a new development agenda for the North Eastern Region. He said that, we are all committed to implement the Prime Minister’s vision for the North East.

Dr. Jitendra Singh highlighted some of the major achievements of the NEC. He said, NEC has put maximum emphasis on the Transport and Communication Sector with the construction of 10,500 kms of roads including inter-state and roads of economic importance. He said that a new scheme named, North East Road Sector Development Scheme (NERSDS) has been launched to take up all strategically important but hitherto neglected roads/ bridges. Three (3) projects under the scheme (Doimukh-Harmuti; Tura-Mankachar & Wokha-Merapani,-Golaghat) for 85 kms has been already awarded to National Highways and Infrastructure Development Corporation (NHIDCL) for implementation at an estimated cost of Rs 213.97 crores, he added. Dr. Jitendra Singh said that 14 projects have been identified to be taken up under NERSDS during 2017-18.

He said that, to promote air connectivity in the region, NEC has supported Airports Authority of India (AAI) for upgrdation of infrastructure in 12 operational airports. He said that the construction of Tezu airport in Arunachal Pradesh is supported by NEC and is likely to be operational within the current financial year. He said that NEC is also taking up the runway extension in the Umroi (Shillong) airport to enable bigger aircrafts to land and three (3) numbers of hangars at LGBI Airport in Guwahati has been completed under NEC funding.

Construction workers in the North Eastern states are being trained to handle equipments used in the construction sector under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY). The Minister of Road Transport & Highways and Shipping Shri Nitin Gadkari inaugurated the first of such trainings through a video link in New Delhi today. The training is being undertaken by National Highways Infrastructure Development Corporation Ltd (NHIDCL) at its project sites in the North East, in association with the National Skill Development Corporation (NSDC). In the first phase, a month long training from the 1st to 30th of June 2017, will be conducted for 40 trainees in two batches of 20 trainees each at two site offices of the ongoing projects on Agartala- Udaipur - Sabroom Section of NH-44 in the state of Tripura. The training will be for Junior Backhoe Loader Operator Level 3 at the site office of M/s KMC Construction and M/s Oriental Structural Engineers Pvt. Ltd., and will be provided by trainers from M/s Escorts for a duration of 190 hours. Over a 1000 workmen will be trained in the North Eastern states as part of this programme in a phased manner.

Inaugurating the training module Shri Nitin Gadkari said that the purpose of the training programme is to impart skill to the local youth of the North Eastern states so that they can find employment in the infrastructure projects coming up in the area. He said that his ministry is also engaging more and more local contractors in the North East , as also other remote and not so developed areas, so that they can, in turn, engage the trained, local youth on the construction sites. Shri Gadkari said that 71 drivers training schools are also being set up to impart training to the local youth and enhance their employability.

Also speaking on the occasion MoS Road Transport & Highways and Shipping Shri Mansukh L Mandavia said that the training of local youth will attract industries to the North East and also improve the quality of construction.
