It is very risky to drive in foggy conditions and I once admired my drive who drove me off from Lahore to Gujrat in fog and the condition was so severe that I couldn't evem see my own car's bonnet let alone any other car...

So the accidents happens very often as there are not enough street lights and on many places it is almost impossible to see a car in front of you

In addition to the absence of lights on the road, the road conditions themselves are so dismal at places mostly between smaller cities that drivers in an attempt to avoid the pothole either apply hard brakes or change the course of vehicle without confirming if there tail is clear for such a move

Another agonizingly increasing factor is the cheap availability of motorbikes and pathetic situation of the local/public transport. Hence mostly people have started using their bikes to commute between their villages and they use the adjacent main highways. These bikers have almost no sense of road or driving. They are often seen racing the cars and buses and are abusive and dangerous if asked to mend their driving as they are often driving just around their home towns
